Quality Improvement Analyst

The Oregon Health Authority has a fantastic opportunity for an experienced Quality Improvement Analyst (OPA 3) to join an excellent team. This is a full time, classified permanent position with Health Policy and Analytics.

What you will do! 

The primary purpose of the Quality Improvement Analyst is to analyze Oregon’s 1115 Medicaid Waiver implementation and to identify gaps and areas of opportunity for improvements, to develop improvement strategies for resolving issues identified, to provide agency leadership with subject matter expertise and operational consultation regarding Oregon’s 1115 Medicaid Waiver, and to reconcile gaps with OHA’s strategic goal of eliminating health inequities by 2030. The position will collaborate across OHA inclusive of Medicaid, Behavioral Health, Public Health, Equity and Inclusion, and Health Policy and Analytics, as well as partner with community, and engage with the Coordinated Care Organizations (CCO) and contractors.

Work Location: This position provides the opportunity for remote and hybrid work. The primary work location for this position will be in Portland or Salem, within a cubicle setting or a mutually agreed upon remote work environment. This role will involve considerable computer usage and video conferencing. The hiring manager retains the authority to change the work location as necessary. Confidentiality of information must always be upheld. Occasional travel within the state may be necessary for attendance at meetings, conferences, and for delivering presentations.

What we are looking for:
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Demonstrated skill in communication, both written and oral, with a focus on documentation principles, and a proven track record of analyzing and developing gap analyses to identify areas for improvement.
  • Proven experience in developing targeted improvement plans, reviewing and synthesizing data to inform decision-making, and reporting through multiple presentation methods.
  • Extensive experience in applying health equity principles, addressing systemic health disparities, and collaborating with diverse populations most impacted by health inequities, while also embedding equity and anti-racism principles into project management activities.
  • Collaboration skills in developing and implementing policies and programs that center equity, reduce disparities, and effectively integrate change management tools such as logic models and driver diagrams.
  • Expertise in designing and conducting learning environments and training sessions to foster education and growth, while proficiently evaluating the quality of care with a seamless integration of health equity principles.
