General Purpose

 

***The starting salary for this position ranges from $37.47 to $41.22 per hour, depending on experience. ***


 

GENERAL PURPOSE

Provides leadership for the department’s Parks and Open Space division which includes several operational areas such as parks, athletic fields, cemeteries, open space, horticulture, and urban forestry. Performs a variety of general administrative, supervisory, and journey-level skilled duties related to the maintenance of these areas.

 

SUPERVISION RECEIVED

Works under the general supervision of the Community Services Director and/or the Deputy Director of Community Services.

 

SUPERVISION EXERCISED 

Provides immediate to general supervision to Parks and Open Space Division Staff.

 

Examples of Duties

 

Provides leadership and direction to supporting staff through feedback, coaching, and employee development. Hires, trains, disciplines, and evaluates personnel; builds a cohesive team; conducts staff training.

 

Builds and continuously improves the systems and processes of the maintenance crews. Specifies work schedules and deadlines. Develops best practice approaches to maintenance management, work order systems, standards, inspections, and conformance to standards. 

 

Establishes divisional work plans and monitors progress toward goals and objectives, in line with the city’s mission, vision, and strategic plan. Determines materials and equipment needed to complete specified objectives. Manages assigned snow removal operations.

 

Oversees and manages system-wide park operations including functions such as parks, cemetery and open space maintenance, athletic field maintenance, horticulture, and forestry.  Oversees capital projects in parks, cemeteries, and open space locations.

 

General responsibility for proper care and cultivation of turf; including aeration and the application of fertilizer, fungicides, herbicides, and insecticides; operation and maintenance of irrigation systems, control equipment, testing backflow protection devices, and winterization.

 

Serves as the Cemetery Sextant.  Manages cemetery operations and maintenance including internments and dis-internments.

 

Manages the maintenance of open space and trails including weed control and abatement operations.

 

Assists with enforcement of the Athletic Field Use policy and field scheduling and athletic field maintenance.

 

Provides oversight of division financial management. This includes preparing and submitting division budgets; monitoring fiscal activity to assure conformity with established budget constraints; coordinating and supervising purchases, expenditures, and supplies, conducting cost analysis, and identifying ways to maximize resources. Contribute to the preparation and refinement of the capital improvement program. Maintains inventory of supplies and materials.

 

Provides support to other city departments and divisions in support of special events, programs, and services.

 

Maintains effective relationships with other government agencies, user groups, partners, and the general public.  Represents the city on park projects and community initiatives.  Analyzes performance of the division using data and technology support. Develops and monitors key performance indicators to assess the performance of the division.  Ensures efforts in sustainable practices throughout the division.

 

Participates in agency commitment to safe practices for the public and employees. Ensures departmental compliance with state and federal environmental regulations, OSHA laws, risk management policies, and emergency operations.

 

Minimum Qualifications

 

MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree in horticulture, facilities maintenance, or related field.

            AND

  • Four years of progressively responsible experience in the maintenance, and upkeep of cemeteries, facilities, open spaces, or closely related work experience including supervisory experience.

             OR

  • An equivalent combination of education and experience that provides equivalent knowledge, skills, and abilities.

Special Qualifications:

  • Must be a licensed applicator of pesticides through the State of Utah or be able to become one within six months of hire.
  • Must possess a valid Utah State Driver’s License and meet the requirements of the city’s Motor Vehicle Policy.
  • May be required to obtain a Commercial Drivers License (CDL).
  • Must be able to work holidays and weekends.
  • Must be able to work rotating 24-hour standby and occasional on-call duty.

 

Additional Qualifications/Information

 

Essential Functions, Knowledge, Skills, and Abilities:

Thorough knowledge of parks, athletic fields, cemetery, and open space management; landscape and sprinkler system maintenance; use and operation of light equipment such as gang mowers, backhoes, loaders, dump trucks, mowers, tractor, power overseeders, aerators, thatchers, trimmers, etc.; landscape and sprinkler system design; flow pumps; hazards and related safety precautions for equipment; herbicides, fungicides, insecticides and pesticides and proper application of the same; turf and greens management; swimming pool chemicals and application procedures. basic mechanics, basic electrical and plumbing operations, basic carpentry, and masonry; handling multiple projects with interruptions; leadership skills required in creating teams, and building effective relationships with community organizations, businesses, and individual community members.

 

Ability to understand the development, monitoring, and analysis of financial reports; read, analyze, and interpret financial reports; interpret and analyze data and use data for effective decision making; effectively perform various skilled functions related to building and park maintenance; ability to read blueprints; communicate verbally and in writing; develop effective working relationships with supervisor, co-workers and the public.

 

Work Environment:

Tasks requirea variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, lifting, sitting, reaching, and Daily exposure to changing weather conditions and seasonal elements. Frequent local travel is required in the normal course of job performance. Frequently lift 35 to 100 pounds or more.
