Job Description

Software Development Specialist 4 Position Overview:

Opportunities for Ohioans with Disabilities (OOD) is ready to welcome a skilled and experienced software development professional with a vision and passion to use technology to make a lasting impact in the lives of Ohioans with disabilities.  

The Software Development Specialist 4 (SDS4) supports the IT Strategy of Automation, Innovation, and Modernization (AIM). The person in this role will lead and collaborate with a team of highly skilled and experienced IT and business users in a variety of business domains.  

The SDS4 will utilize Microsoft's .NET technology, Azure resources, and C# applications to deploy solutions that streamline business processes and improve the collection and distribution of data. 

Software Development Specialist 4 Duties:

  • Works with OOD IT architect, Chief Information Officer (CIO), IT managers, lower-level developers, and other IT teams to design solutions that meet the agency’s requirements 
  • Serves as senior technical lead providing technical guidance and mentorship to team members to ensure adherence to practices and architectural standards 
  • Leads agency application development efforts and works with business area personnel to assure requirements are thoroughly defined and approved 
  • Leads and assists with complex software development initiatives and analysis of solution designs 
  • Collaborates with staff and stakeholders to review, discuss, and ensure understanding of requirements and carry out innovation cycle of assigned projects 
  • Performs proof of concept (POC) to determine feasibility and scope of assigned projects, translates business requirements into scalable and maintainable software designs, and tests solutions for optimality 

A Successful Software Development Specialist 4 has:

  • Experience working with relational databases using SQL Server Management Studio to retrieve and manipulate data 
  • Experience designing and developing database schemas, stored procedures, and queries
  • Experience and understanding of Agile principles and effectively applies them to assigned projects
  • Experience in design, development, and deployment of software solutions within the .NET Framework
  • Experience configuring and managing Azure DevOps pipelines for automated builds, testing, and deployment of .NET applications
  • Experience utilizing Visual Studio for the design, development, and implementation of software solutions. Uses for debugging and profiling tools to troubleshoot issues, identify performance issues, and optimize software performance

The Division of Information Technology (IT) supports OOD's mission by engaging with our partners to provide solutions that solve business needs. Our services include strategic planning, project management, business requirements gathering, development, quality assurance testing, help desk support, security, database design and implementation, systems support and operations.

This position shall be filled in accordance with the provisions of the OCSEA  Collective Bargaining Agreement. Qualifications

-60 months combined work experience in any combination of the following: providing solutions design, developing project plans with project manager or recommending approach through defining tasks and/or leading meetings relating to programs for computer applications including 12 months work experience in the primary technology as specified by the agency position description and job posting. 

-OR completion of associate core program in computer science or information systems AND 42 months combined work experience in any combination of the following: providing solutions design, developing project plans with project manager or recommending approach through defining tasks and/or leading meetings relating to programs for computer applications including 12 months work experience in the primary technology as specified by the agency position description and job posting. 

-OR completion of undergraduate core program in computer science or information systems AND 36 months combined work experience in any combination of the following: providing solutions design, developing project plans with project manager or recommending approach through defining tasks and/or leading meetings relating to programs for computer applications including 12 months work experience in the primary technology as specified by the agency position description and job posting. 

-OR equivalent of education and/or experience per Minimum Class Qualifications noted above.
