Program Manager, Measure 110

The Oregon Health Authority (OHA) is seeking a dedicated and dynamic individual to manage the development and implementation of programs under Measure 110, focusing on transforming the approach to drug addiction in Oregon. This role involves overseeing initiatives related to the Treatment and Recovery Services Fund, Behavioral Health Resource Networks, and the Oversight and Accountability Council. What you will do!

  • Program Design and Implementation & Community and Partner Engagement (50%)
  • Contract and Grant Administrator (25%)
  • Equity Initiatives and Leadership (10%)
  • Monitoring, evaluation, and collaboration (15%)

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.


WHAT WE ARE LOOKING FOR:

Minimum Qualifications

Any combination of experience and education equivalent to seven years professional-level evaluative, analytical and planning work.

 

Desired Attributes

  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
  • Advanced degree in a behavioral health field or public health field and certification as a behavioral health counselor or commensurate experience and training.
  • Extensive knowledge of behavioral health care administration, behavioral health public policy, and public health principles. 
  • General knowledge of principles and practices of budgeting, accounting, and legislative process.
  • Skill in providing expert level technical assistance within and outside the organization, skill in public speaking and presentation, skill in communicating effectively orally and in writing.
  • Skill in writing and analyzing general, statistical and technical reports.
  • Skill in analyzing complex statewide systems, identifying problems, generating alternatives, building consensus and implementing solutions. Skill in presenting and defending data, research and administrative studies.
  • Experience with program development, implementation, and evaluation of programs and policies.
