This position is responsible for successfully managing assigned Capital Development Board (CDB) projects from conception to close-out, within scope, budget, and schedule, and with minimal supervision. Discharges duties in accordance with the CDB Act (20 ILCS 3105), Illinois Procurement Code (30 ILCS500), and all other pertinent statutes, rules, policies, guidelines, and procedures.
Under general direction, the incumbent is responsible for assisting in the development, analysis, and coordination of capital program activities; coordinating the preparation of project contract documents by consultants; coordinating document evaluation and review; managing design and construction by consultants and contractors; and reviewing cost estimates and other relevant documents. Serves on the mentoring team for Project Manager Trainees. Requires travel and occasional overnight stays.
Essential Functions
- Ensures that design criteria, project designs, project budgets, and project schedules are properly reviewed by CDB staff and consultants.
- Oversees the development of project budgets to ensure that program requirements are met and resources are utilized cost effectively.
- Attends field meetings, gives presentations, and conducts inspections of job sites to assess progress on assigned projects.
- Participates in bid openings, reviews analysis of bids, and prepares Ready to Award documents.
- Reviews Requests for Proposal & Change Orders (RFP/CO) to determine justification, accuracy, coordination, estimated cost, and impact on the project.
- Compiles data and prepares reports using various computer software.
- Assists with training A/E, contractors, partners, stakeholders, and client agencies on CDB statutes, rules, policies, processes. and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties cited above.
Minimum Qualifications
- Requires a bachelor's degree in architecture, engineering, or a construction-related field, and six (6) years of construction experience OR eight (8) years of experience with a thorough knowledge of the fields listed above.
Preferred Qualifications
- Minimum of four (4) years of experience in the principles and practices of architecture, engineering, or construction management.
- Minimum of four (4) years of experience reviewing, analyzing, and evaluating engineering, architectural, technical and other construction-related reports.
- Minimum of four (4) years of experience in building design, construction, remodeling, or facility maintenance.
- Minimum of two (2) years of experience analyzing, prioritizing, evaluating, and problem-solving construction project issues.
- Minimum of four (4) years of experience overseeing or mentoring the work of other staff members, and instructing, guiding, and training others as a mentor.
- Minimum of four (4) years of experience reading design drawings and project-related documents and performing on-site construction project observation.
- Minimum of two (2) years of experience with office software packages including Microsoft Office products (Outlook, Word, Excel, PowerPoint, Teams) and virtual meeting platforms including Cisco Webex.
