PAY AND BENEFITS

Annual Pay Range: $88,770.58 - $119,841.91

Hourly Pay Range: $42.678165 - $57.616303

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as an Administrative Services Supervisor.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) seeks a strong and collaborative leader to serve as our next Finance Supervisor. In this exciting opportunity, you will join a dynamic finance team in a role that goes beyond overseeing critical financial operations—it is about leading a team, fostering collaboration, and making a meaningful impact on housing and community development.

As Finance Supervisor, you will take the lead in planning, organizing, and directing HACC's fiscal management functions, including budgeting, accounting, grants management, federal fiscal reporting, and AP/AR functions. Reporting to the Housing and Community Development Finance Manager, you will be responsible for ensuring fiscal best practices, compliance, and reporting requirements while supervising and mentoring HACC's technical accounting staff.

Your leadership will be essential in managing and ensuring compliance with complex local, state, and federal funding streams, including those administered by Metro, the State of Oregon's Housing and Community Services, the U.S. Department of Housing and Urban Development (HUD), and other financial and administrative funding sources. You will guide your team to meet reporting deadlines, close books on schedule, and reconcile financial transactions accurately.

We are looking for a Finance Supervisor who is not only an expert in financial management but also a strong team leader who values collaboration and mentorship. You will work closely with Clackamas County's central Finance Department and build strong relationships with staff members, business partners and colleagues.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of six (6) years of progressively responsible professional accounting, financial analysis, budgeting, reporting, and audit experience that would provide the required knowledge and skills to perform the duties of the role;

• At least two (2) of those years must include leading, supervising, or managing a finance or accounting team, including responsibility for training, performance management, and workflow oversight

• Proven knowledge of promoting fairness and an understanding of racial equity, with practical experience incorporating these principles into your work supporting diverse populations
• Experience in administration and monitoring of annual budgets
• Demonstrated knowledge of public procurement/contracting
• Demonstrated knowledge of GAAP, GASB, and the Single Audit Act
• Strong communication skills
• Ability to work collaboratively in a team-oriented environment

Preferred Special Qualifications/ Transferrable Skills:*

• Current Certified Public Accountant (CPA) licensure or similar
• Bachelor's degree in Finance, Accounting, Business Administration, or related field
• Experience in the preparation and analysis of audited financial statements, Federal, State, and local financial reports
• Experience managing financial operations in compliance with federal, state, and local regulations, including oversight of funding sources such as HUD, Metro, and state housing programs.

TYPICAL TASKS

Duties may include but are not limited to the following:

• Plans, organizes, and supervises the activities of the fiscal staff performing various financial processes, including cash receipting, accounts payable, procurement, payroll distribution, internal financial reporting, fiscal grant/contract management, financial analysis, budget preparation, year-end and audit coordination, and external reporting. Responsibilities also include leading the work of fiscal staff performing specialized financial and other highly technical analyses.
• Assists in the development and implementation of division administrative and financial policies; prepares and revises procedures, rules, and manuals; analyzes legislation that may affect the division's activities; and reviews the division's operations for compliance with financial and procurement statutes, rules and regulations.
• Oversight of financial reporting and budgets as required by local, federal, and state funders, including the U.S. Department of Housing and Urban Development, assuring adherence to all applicable state, federal, and county rules and regulations.
• Oversight of all financial period closing activities of the Housing Authority.
• Coordinates and oversees the preparation and completion of annual financial statements; serves as the departmental representative during audits and to financial auditors.
• Supports treasury functions and cash management for the Housing Authority.
• Determine staffing levels, assign work, and directly supervise professional staff. Conduct staff training and development; promote cooperative team efforts among staff; direct staff in continuous improvement. Prepares performance evaluations; recommends and administers progressive discipline.
• Assists with the preparation of grant applications and administers grant funds; researches available grant funds and programs; monitors expenditures and collects data to prepare regular grant reports; serves as liaison to the granting agency.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
