Air Resources Engineer

The Sustainable Transportation and Communities Division is recruiting for a motivated and team-oriented Air Resources Engineer in the Zero-Emission Vehicle (ZEV) Regulations Section within the Advanced Clean Cars Branch. The ZEV Regulations Section consists of a friendly team of professional staff supporting development and implementation efforts for the California Air Resources Board's (CARB) ZEV regulation to help achieve California's ambitious air quality, climate, and environmental justice goals.

The mission of the Advanced Clean Cars Branch is to foster a sustainable market for zero­ and ultra-clean emission light-duty vehicle technologies through regulations and market supporting policies. The Advanced Clean Cars II program requires a percentage of new vehicle sales to be zero emission for the light-duty fleet. The Advanced Clean Cars II program also requires ZEV assurance measures, which include requirements for ZEV durability, warranty, battery labeling, and serviceability. These assurance measures individually and collectively support the emission reductions of the Advanced Clean Cars II program by ensuring that ZEVs perform as needed to replace conventional vehicles fully and permanently.


The Section provides technical, environmental, and economic assessments, as well as policy development, to support rulemakings for future ZEV regulation changes. The Section also implements the current ZEV regulation and provides technical support to other states that adopt California’s ZEV regulation. The Section often engages with the Governor’s Office, other State agencies, and federal agencies through information exchange, technical analysis, and public outreach.

Under the supervision of an Air Resources Supervisor I, this position will perform a critical part of developing, implementing, and assessing ZEV policies through analysis of economic and technological feasibility. This engineer position provides technical support and guidance in assessing zero emission technologies, such as battery electric vehicles, plug-in hybrid electric vehicles, and hydrogen fuel cell electric vehicles. Responsibilities include developing policy and technical recommendations through the assessment of the state of ZEV technology, interacting on a weekly basis with manufacturer inquiries, and having deep knowledge of the guiding ZEV regulations.

This position is an excellent opportunity for an applicant looking for creative, independent, challenging projects that allow demonstration of project ownership and initiative. The position requires interaction and teamwork within the Section and Advanced Clean Cars Branch, as well as with other CARB branches and divisions, external agencies, vehicle manufacturers, and other parties. Developing strong working relationships around the agency and with industry is a key element for success in this position.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
