The Office of University Human Resources (UHR ) is seeking a salaried Academic Wage: Human Resources Systems Consultant. This is a full-time (1.00 FTE ), 12-month, fixed-term position.

This position will be used to backfill for those in UHR supporting the Administrative Modernization Project (AMP ) and is anticipated to last for one to two years; however, staffing needs may dictate flexibility in the appointment’s duration.

As a key contributor of the Oregon State University (OSU ) digital and business transformation effort, the Information Technology Consultant role will assist in a key phase of OSU’s Administrative Modernization Program (AMP ). Following initial design and the development of configuration workbooks, the work of AMP moves towards testing and technical readiness for implementation. The role will have two primary parts: 
• Team Member in one-two project areas of AMP , including responsibilities around testing and training
• Hold key responsibilities as a backfill for others, who are in AMP roles for the duration of the initiative. This includes supporting EPAF approvals in Banner for Student Employment, partnering with IT to problem solve issues related to HRSD and assisting with testing related to HRSD upgrades.

AMP will transform OSU into a fully digital university, rebuilding its entire administrative technology environment to facilitate efficient and modern transactions among staff, students, and faculty. This effort will modernize the university’s Enterprise Resource Planning (ERP ) system (replacing Banner and additional applications), re-engineer core administrative HR, finance, planning and budgeting, post-award grant management, and student tools and processes, and deploy automated workflows in the cloud. This process will also include documenting and updating any new or existing policies associated with these processes. This light and lean cloud-based approach enables better institutional agility and adaptability, exceptionally user-friendly design for students, faculty, staff, and administration who interact with OSU . It also provides OSU the opportunity to lower the cost and time burden of administrative processes.

OSU’s approach will reimagine and redesign all HR, finance, research administration, and budget/planning processes with a human centric design framework based on full automation, alignment with industry best practices, and desired customer journeys. This approach will require significant organizational change management, community member engagement across and outside of the organization, and a strong commitment to equity, inclusivity, and accessibility to design solutions for a broad and diverse collection of customers and community members. We will not undertake this ambitious work alone – OSU will collaborate with industry partners specializing in higher education to deliver on our pioneering vision. We will document every step of our process to support and guide other Oregon institutions who may pursue similar transformative efforts.

Key Responsibilities

60% Business Analysis and Process Design Facilitation

• Function as a Project Team Member supporting one or more AMP Team Leads in the HR Workstream.
• Write, validate and execute testing across all phases of AMP , including unit testing and end to end testing.
• Create test defects and participate in resolution and retesting.
• Support planning and execution of user experience review.
• Support change management engagement activities and change impact reviews.
• Support technical work stream activities such as integration, data conversion and report development. Validate data conversion.
• Stage data for integration testing.
• Participate in knowledge transfer activities with partners.
• Contribute to cutover planning and execution.
• Support stabilization surge activities, including managing tickets during stabilization and supporting the execution of the stabilization roadmap. Conduct needs assessments and develops training program content and delivery in consultation with UHR leadership and AMP team, including the Change Management partners and the Upskilling Lead; Designs training programs as needed to support internal UHR training and stakeholder training/learning around UHR processes in Workday.
• Translates process and technical specifications/requirements into informative, user- friendly documentation, guides, and end-user navigation aids.

20% Service Management System Support and Maintenance:

• Provide day to day support as needed related to HR Service Delivery in ServiceNow. Work with UHR employees to identify workflow issues and develop specifications to address system configuration issues.
• Follow processes and provide documentation to ensure proper triage of support requests.
• Work with Technical Solutions team to develop and implement new functionality as needed. Coordinate testing and user acceptances of changes and upgrades.

15% HR TRANSACTION ADMINISTRATION

• Assist with Banner EPAF flow and completion for student employment positions.
• Assist Student Employment supervisors and student employees as needed in processing human resources administration transactions, including; time and attendance data entry; report auditing; reconciliation; hiring, employment and other job changes and/or termination transaction administrations through Banner.
• Performs analysis of business processes; creates reports; coordinates projects; and responds to multiple technical system user inquiries regarding recruiting and employment related transactions. Runs audits and reports, ensures appropriate policies and procedures are in place for recruitment and classification and compensation for student employees.

5% Other Duties as Assigned

• Participates in appropriate activities that enhance continuous development of general knowledge of or ability to do assigned work.
• Participates in departmental processes and initiatives, including Change Management, Incident Management, etc. Other duties as assigned.

What We Would Like You to Have

• Experience work in Human Resources.
• Strong customer service, interpersonal and communication skills, with demonstrated ability to apply consultative and problem-solving skills in a high-pressure setting to assess user needs and provide appropriate support and solutions. This includes developing and delivering technical training and user documentation.
• Data assessment and report development skills, with demonstrated experience creating highly accurate, complete and professional correspondence and written technical documents and specifications.
• Basic knowledge of online systems, data and file structures, database systems and the ability to learn the systems to perform system, database and network maintenance tasks.
• Strong problem-solving skills with demonstrated ability to analyze complex issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement effective course of action.
• Evidence of strong time management skills. Ability to work on assignments independently as well as collaboratively in a team setting.
• Proficiency with Microsoft Office software (i.e. Word, Excel, PowerPoint, Outlook) and general knowledge of operating systems and hardware for problem identification and analysis.
• Experience with Enterprise Resource Planning (ERP ) systems in a higher education institution.
• Experience in the application of Federal and State laws, policies and regulations as references, guidelines and rules of operation.

Working Conditions / Work Schedule

This position, with director approval, is open to fully remote or hybrid work arrangements utilizing online team collaboration tools. Occasional travel may be required.
