Job Description

Location: Ames, Iowa
Shift: Monday - Friday, 8:00 am – 4:30 pm; flexible hours available; availability to telework; travel required
This position serves in the Iowa Department of Transportation’s Civil Rights Bureau and is responsible to assist with implementation and monitoring of federal programs to ensure the department’s compliance with all Civil Rights laws and regulations. This position is responsible for administering and monitoring the following programs: Disadvantaged Business Enterprise (DBE) and sub-program, On the Job Training (OJT) and sub-program, Equal Employment Opportunity and Affirmative Action (EEO/AA), Title VI, Labor and Contractor Compliance as well as Americans with Disabilities Act (ADA). This position serves as assistant to the director for the Civil Rights Bureau which includes 6 permanent employees.
Your duties will include, but are not limited to:
- Development of DBE sub-program, content delivery, monitoring and ensuring funds are committed in FMIS
- Lead monthly DBE goal setting meetings
- Attend preconstruction meetings as appropriate; serve as subject matter expert and first point of contact on technical issues related to DBE compliances with federal regulations
- Receive, review and investigate prompt payment complaints from contractors, subcontractors, suppliers and professional consultants
- Administer the Eastern Iowa Community College Highway Construction Training program and other grant training programs
- Prepare the Department’s Targeted Small Business (TSB) report
- Serve as the Co-chair of the Civil Rights Committee
- Assist in the development and preparation of the Department’s annual Title VI Plan and Accomplishment and Goals report
Special requirement: Maintain a minimum of a Class C Driver’s License.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
