SALARY:                              CL 27/28/29 ($67,549- $156,534 DOE)

Position Overview:

The United States District Court for the Southern District of California is accepting applications for the position of Case Services Supervisor. The Case Services Supervisor is part of the Operations Section and reports to the Chief Deputy of Operations. The incumbent is responsible for the supervision of the Case Services Department.  The areas of responsibility include Intake, Docketing, Records, Attorney Admissions and CM/ECF support. 

 

Representative Duties:

  • Supervises, establishes performance expectations, and clarifies roles and responsibilities of case services staff.
  • Plans work to be accomplished by Case Services staff, including priorities and time schedules.
  • Plans and coordinates training for Case Services, Clerk’s Office and chambers staff. 
  • Prepares and maintains documentation of employees’ work performance and delivers performance evaluations.
  • Maintains a current knowledge of CM/ECF docketing procedures and events for all case types. 
  • Develops quality assurance standards and evaluates problems in the quantity and quality of work.
  • Ensures technical knowledge is current and answers technical questions of other employees on procedures, policies, directives, etc. Obtains clarification and information from Clerk of Court and Chief Deputy when necessary.
  • Plans and coordinates with the CM/ECF team and Information Technology (IT) staff to create/update the dictionary of CM/ECF document types.
  • Reviews reports for docketing productivity, timeliness, and accuracy.
  • Evaluates efficiency in the quantity and quality of work, analyzes data and processes, and recommends sound solutions and necessary corrective action.
  • Reviews and analyzes monthly audit trail report for accuracy or inaccuracies in case and judge assignments, ensures the accurate distribution of all pleadings accepted for filing.
  • Responds to requests by Judges, other court and government agencies, and the public for specific information relative to rules, filing procedures, and civil and criminal case activity.
  • Reviews and approves leave and time and attendance for the Case Services Department in accordance with office and judiciary policy. Keeps employees informed of office policies and procedures.
  • Other duties as assigned.

 

Qualification Requirements:  

To qualify for this supervisory position, an applicant must have at least two (2) years of specialized experience that includes progressively responsible administrative, technical, professional, supervisory, or managerial experience and meet the qualification standards applicable to positions for the highest level of work effectively supervised.

 

Specialized experience is defined as progressively responsible clerical or administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, or laws and involve the routine use of specialized terminology and automated software and equipment for word processing, data entry or report generation. 

 

Specialized experience to qualify for this supervisory position should also include progressively responsible administrative, technical, professional, supervisory, or managerial experience that provided an opportunity to gain skill in developing the interpersonal work relationships needed to lead a team of employees, the ability to exercise mature judgment, and knowledge of the basic concepts, principles, and theories of management and the ability to understand the managerial policies applicable to the judiciary unit involved.

 

The work in this position is performed in an office setting and is not a full-time telework position.

 

Preferred Skills / Qualifications:

  • A bachelor’s or graduate degree from an accredited college or university.
  • At least 3 to 5 years of experience leading a team and/or supervisory experience, preferably in the federal government/public sector.
  • Ability to provide leadership in a supportive and encouraging manner.
  • Demonstrated experience in leading teams or short- and or long-term projects.
  • Knowledge of and in the interpretation and application of Federal Rules of Civil and Criminal Procedure and federal statutes. 

Personal Characteristics:

The successful candidate should be a mature, dedicated, responsible, and poised individual who possesses tact, good judgment, initiative, a strong work ethic, and the ability to work well with judges, chambers staff, and Clerk’s Office staff. The candidate should be trustworthy and possess the ability to maintain strict confidentiality of sensitive information.

 

Required Clearances:

Please note that this position does not require that applicants complete the “Optional Background Information” section on page 5 of the AO-78 Application Form.  The Court may require the disclosure of any criminal history information at the time a conditional offer is made. 

 

The selected candidate will also be required to submit to a background clearance which includes fingerprinting and a credit check.
