PAY AND BENEFITS

 

Annual Pay Range: $75,798.22 - $96,124.29

 

Hourly Pay Range: $36.441450 - $46.213599

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

As an Accountant 2 at NCPRD, you will play a vital role in maintaining the financial health of our organization. You will work closely with our finance team to ensure that financial records are accurate and compliant with GAAP standards, perform general ledger reconciliations, and prepare detailed financial statements to support our budgeting and reporting processes. Leveraging your expertise in integrated Financial Management Information Systems (FMIS), you will manage and analyze financial data to provide insightful reports that aid decision-making. Additionally, you will collaborate with auditors during external audits, ensuring full compliance with regulatory and accounting standards. Your role will also involve overseeing fiscal management processes, monitoring expenditures and revenues, and providing financial accountability across the district.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of four (4) years of relevant experience with accounting or fiscal management. Any combination of relevant education and/or training in a relevant discipline that would likely provide the required knowledge and skills may substitute for up to two (2) years of the required years of experience.

• Experience using accounting software programs in an integrated Financial Management Information System

• Working knowledge of Generally Accepted Accounting Principles (GAAP)

• Knowledge of the general ledger reconciliation process

• Knowledge of financial statement preparation

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• Experience in government accounting

• Experience in local government/municipal accounting

• Experience in fund accounting and managing multiple financial accounts

• Working knowledge of the Government Accounting Standards Board (GASB) standard

• Working knowledge of internal and external audit processes in a government or nonprofit setting

• Knowledge of Oregon Budget Law

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Performs a full range of operational functions including accounts receivable, grants management, contract fiscal oversight, auditing, purchasing, payroll, general ledger, etc.; performs account reconciliations, initiates corrections and makes adjusting journal entries; prepares supporting work papers, cash balances, proofs, and schedules.

• Analyzes and interprets financial and other information for management; presents information through reports, spreadsheets, and summaries; assists in the preparation of annual operating budgets; ensures selected general ledger accounts and annual reports accurately reflect the financial position of assigned work function or program.

• Applies laws, rules, regulations, and fiscal policies and procedures to assigned work functions, programs, and/or grants; in coordination with the Financial Services Supervisor, monitors and makes adjustments to fiscal systems.

• Analyzes data and prepares detailed financial reports, statements, and projections to assist in the development of budgets and for budget monitoring and/or auditing; monitors expenditures to assure budget compliance; prepares budget submission forms; prepares and reviews complex documentation for interagency and intergovernmental services, expenditures, and bills.

• Assists with internal and external audits. Review to ensure compliance with required county, state, federal, or grant program procedures and requirements; examine, analyze, and verify documents to ensure adherence to established controls and accepted professional standards; participate in audit resolution.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

ABOUT THE DEPARTMENT

 

North Clackamas Parks & Recreation District (NCPRD) is a service district of Clackamas County dedicated to providing exceptional parks and recreation programs, facilities and services. Voters approved the formation of the District in 1990 because they saw the need for greater parks and recreation services in the north end of the county. The District - which serves more than 105,000 residents in a 27-square mile area - includes the city of Milwaukie and a large area of unincorporated Clackamas County.

 

NCPRD offers 32 parks, natural areas and sensitive habitat, and a network of trails including the 6-mile Trolley Trail. Additionally, NCPRD offers a wide range of programs, services and events, and operates several recreational facilities such as the North Clackamas Aquatic Park, Milwaukie Community Center and the Concord Property.
