Nebraska Public Power District (NPPD) has an immediate opening for an experienced Engineer (Licensing) located at Cooper Nuclear Station in Brownville, Nebraska. Position closes February 20, 2025 at 11:59 p.m. Central Time.
This position will report to the Regulatory Affairs and Compliance Manager.
Position Summary
To provide operations interface support, administration, and coordination of licensing performance improvement projects/initiatives, maintenance of licensing procedures and programs, and resolution of operational and regulatory issues, in order to provide effective support for the safe and efficient operation of Cooper Nuclear Station (CNS).
This Engineering position is managed under the NPPD Nuclear Engineering Career Path document.
Education, Training and Experience
Engineering degree from ABET accredited school and/or SRO License (current or previous). A minimum of 10 years of commercial nuclear power plant experience is required with diverse assignments in Engineering, project management and work control/planning
Licenses and/or Certifications
CNS SRO License or STE qualification (previous or current). Within one year of assuming the position must be qualified for 50.59 Safety Evaluations and qualify licensing and compliance specialties.
Essential Duties & Responsibilities
Interface and coordinate activities with regulatory agencies to include performance as site Nuclear Regulatory Commission (NRC) regulatory liaison with resident inspectors and site personnel/management and regional/team or special inspections.
Maintain strong working knowledge of regulations, licensing basis documents, regulatory guides, NRC inspection and enforcement guidance (Inspection Manual, Procedures, enforcement) such that the following essential functions can be executed:
- Ensure compliance with the CNS operating license including performance of condition report reportability reviews
- Coordinate and lead NRC inspections and audits
- Facilitate changes to licensing basis documents including Technical Specifications (TS), TS Bases, Technical Requirements Manual, Offsite Dose Assessment Manual, and Updated Final Safety Analysis Report
- Process commitment changes
- Develop Notices of Enforcement Discretion (NOED), or emergent/exigent TS Changes under emergency conditions and with short notice/turnaround
- Develop exemption requests in abnormal circumstances in accordance with federal regulatory requirements and industry conventions
- Ensure regulatory required routine reports are processed with quality and on time
- Develop responses and certification packages for NRC requests for information, such as inspection requests, Generic Letter requirements, orders, allegations, responses to violations, or other NRC requests
- Provide consultation on Event Notifications and prepare Licensee Event Reports
- Prepare station management and personnel for enforcement conferences or other regulatory interface meetings.
- Provide consultation and information as needed to the line regarding the licensing basis
- Participate in or lead cause evaluations related to regulatory issues.
Maintain and support alliance with regional utility groups (RUGIV, USA, BWROG Licensing Committee) and keep site personnel informed of activities impacting their work areas.
Develop and maintain procedures, training, job aids, guides, and other resources necessary for implementation of Licensing and Regulatory Compliance programs.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range. Successful applicants will be provided more information regarding the incentive program at the time of an interview.

Typical Pay Grade Starting Salary Range:
Engineer V, Exempt Pay Grade 16: $11,145 to $14,355
Engineer VI, Exempt Pay Grade 17: $13,128 to $16,909
Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
