The Department of Criminal Justice Services is recruiting for a highly qualified and motivated individual to help enable the continued receipt of federal funds which support the juvenile justice system by serving as a juvenile justice compliance monitoring coordinator to ensure our compliance with the Juvenile Justice and Delinquency Prevention (JJDP) Act.
The compliance monitoring coordinator will develop and coordinate the preparation and submission of the federal compliance report as required by federal statutes and regulations to assure the Commonwealth’s receipt of federal funds for juvenile justice or other justice initiatives. To prepare the report, this person will collect and analyze data to determine potential violations of the JJDP Act. In addition, the person in this position will provide technical assistance to state and local personnel on compliance issues, respond to state and local inquiries regarding federal compliance issues, report to various committees on the Commonwealth’s compliance, and perform other duties as requested. This person will work as part of a juvenile justice team and will need to collaborate with other state and local professionals.
The position will have statewide responsibilities, which will include some travel throughout the Commonwealth of Virginia. This is a part-time position.

What you will do:
• Analyze data from the Department of Juvenile Justice and the Compensation Board to identify potential JJDP Act violations;
• Review detention logs from lockups, court holding facilities, jails, and other facilities;
• Maintain Virginia’s “monitoring universe” and ensuring proper classification of non-secure and secure facilities;
• Coordinate the reporting of all compliance monitors;
• Participate in policy discussions both internally and with outside constituents, which drive funding and training decisions;
• Assist with identifying and facilitating solutions to JJDP Act compliance issues;
• Attend regular meetings of the Virginia Juvenile Detention Association and other stakeholder groups as requested;
• Provide regular reports on compliance to an advisory committee and any relevant subcommittees; and
• Submit the state’s compliance report to the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
What the ideal candidate must possess:
• Documented experience applying policy and regulations;
• Documented experience in providing technical assistance;
• Documented professional experience in the juvenile justice or related field;
• Documented experience analyzing data from multiple sources;
• Demonstrated competence in the use of computers, including a basic knowledge of Windows applications.
• Demonstrated ability to define problems and apply problem-solving techniques;
• Demonstrated ability to work collaboratively with colleagues;
• Demonstrated ability to meet critical deadlines, handle multiple assignments, and ensure timeliness and quality of completed assignments;
• Ability to effectively communicate with a diverse constituent base;
• Documented experience in working both as an active and contributing team member as well as independently;
• Ability to articulate, both orally and in written form, clear and concise findings in reports and other documents and in front of diverse audience; and
• Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
Additional considerations:
• A law enforcement background or experience working with law enforcement personnel;
• Knowledge of criminal and juvenile justice facility operations;
• Considerable knowledge of the juvenile justice and criminal justice systems, state, federal and local; and
• Considerable demonstrated knowledge of the Juvenile Justice and Delinquency Prevention Act of 1974 as amended.
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. The anticipated starting salary range is $36.00 to $40.50 per hour up to 29 hours per week (1500 hours per wage year).
