The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.
THE CANDIDATE WILL BE HEADQUARTERED IN THE COUNTY NEAREST THEIR RESIDENCE, INCLUDING BUT NOT LIMITED TO THE FOLLOWING COUNTIES: Butte, Contra Costa, Fresno, Kern, Los Angeles, Orange, Sacramento, San Bernardino, San Diego, San Francisco, Santa Clara, Sonoma, Ventura Counties.

The Research Data Specialist I (RDS I) will
- Serve as the Population Health Data Specialist (PHDS),
- Curate data and provide technical and project management support and oversight for the California Community Burden of Disease and Cost Engine (CCB), the State Health Assessment (SHA) Core Module,
- Contribute to other SHA and Office of Policy and Planning (OPP) data initiatives,
- Support department-wide program assessment and development, and
- Provide consultative advice or support to Local Health Jurisdictions including responding to data requests, providing technical support, and interpreting existing reports and data models.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience leading assessment activities including data collection, analysis, visualization, and interpretation, with a focus on applying statistical, epidemiological, and social/behavioral methods to calculate rates, proportions, and measures of association.
- Experience collaborating with internal and external partners to align data projects with statewide public health priorities.
- Experience providing technical and project management support to inform public health policy, data governance, and program improvement strategies.
- Experience using programming and data tools such as R, R Shiny, SAS, the ESRI ArcGIS application suite, HTML/CSS, Python, and JavaScript for data extraction, processing, and ADA compliant data visualization.
- Experience leveraging project management and data-sharing tools such as MS Project, Azure DevOps, Github, Databricks, and Snowflake to coordinate complex, multi-stakeholder data initiatives.
