Instructional Systems Designer/Content Developer I

Instructional Systems Designer (ISD)/Content Developer I

Summary:

The Instructional Systems Designer (ISD)/Content Developer I develops training solutions using the ISD methodology. This includes conducting various analyses (Needs Analysis, Job/Task Analysis, Front-End Analysis) to identify training needs and designing effective learning solutions. The role involves creating training plans for multiple formats such as paper, IVT, video, CBT, and WBT, defining learning objectives, determining functionality and navigation strategies, documenting technical specifications, and ensuring courseware evaluation and interactivity. The ISD/Content Developer I also writes instructor/student guides, scripts, storyboards, and collaborates with Subject Matter Experts (SMEs) to ensure the accuracy of content.

Essential Functions:

  • Develops training solutions using the ISD methodology, including conducting analyses (Needs Analysis, Job/Task Analysis, Front-End Analysis).
  • Develops design plans for multiple training formats such as paper, IVT, video, CBT, and WBT, ensuring alignment with learning objectives and content flow.
  • Writes instructor and student guides, scripts, storyboards, while defining media elements (graphics, animations, video, audio) and explaining programming requirements.
  • Collaborates with SMEs to ensure accuracy and relevance of content.
  • Assists with writing the Technical Approach for proposals.
  • Determines testing and evaluation requirements and integrates interactivity into training solutions.
  • Utilizes project management systems to track progress and deadlines.
  • Conducts analysis and evaluations for training programs (Kirkpatrick Level I and II evaluations).
  • Performs pre- and post-development assessments to ensure adherence to ISD principles and instructional theories.

Requirements:

  • Educational Requirements:
    • B.S. or B.A. required.
    • M.A./M.E. in Adult Learning Theory, Human Performance Technology, Instructional Design, Instructional Technology, or Adult Education preferred.
  • Experience:
    • 1+ years of training-related experience, demonstrating a strong understanding of the ISD model.
    • Extensive knowledge and experience in developing instructor-led, web-based, and blended learning solutions.
    • Experience in developing and implementing instructional programs and solutions.
  • Technical Skills:
    • Expert knowledge of multimedia development tools such as Storyline, Rise, Captivate, and Photoshop.
    • Familiarity with Learning Management Systems (LMS), SCORM, Section 508, and Electronic Performance Support Systems (EPSS).
    • Knowledge of AI software and prompt engineering is a plus.
  • Other Skills:
    • Strong communication and writing skills.
    • Ability to work independently with minimal supervision.
    • Ability to collaborate effectively with SMEs and project teams.
    • Experience conducting training evaluations (Kirkpatrick Level I and II).
    • Understanding of government contracts and scope concerns.

Preferred Qualifications:

  • M.A./M.E. in Instructional Design or a related field.
  • Familiarity with AI-driven learning tools and prompt engineering.
  • Knowledge of prompt engineering and AI applications in instructional design.
  • Experience working with government contracts.

Roles and Responsibilities:

  • Develops design plans for a variety of training formats (paper, CBT, WBT, video, DVD).
  • Creates reports, design plans, and storyboards within deadlines, with minimal supervision.
  • Advises Task Lead or Project Manager of any scope issues.
  • Coordinates with graphics and programmers to develop various training projects (paper, IVT, video, CBT/WBT).
  • Works on a wide range of assignments as needed, performing all facets of the ISD process with minimal guidance.
  • Can travel and obtain necessary security clearances for specific projects.

Performance Measures:

  • Timeliness, accuracy, and quality of assigned project work (85–95% accuracy expected in all deliverables such as analysis reports, design plans, storyboards, and final multimedia products).
  • Adherence to ISD principles and instructional theories for multimedia in accordance with the contract.
  • Ability to perform effectively across a wide range of projects (paper, IVT, CBT, WBT, video, DVD).
  • Attention to detail in the creation of all products.
