 We are seeking a motivated individual who is an experienced and dynamic communicator to fill the role of the Legislative Liaison with the Minnesota State Lottery. As the Legislative Liaison, you will be responsible for helping promote government relations activities on behalf of the Minnesota Lottery to the state legislature, other elected officials and constituent groups. You will support the Director of Public Affairs in advancing the agency’s legislative plan; coordinating legislative projects; and assisting in responses to public officials and constituents at the state, federal and local levels on policy and budget initiatives.

Responsibilities include but are not limited to the following:

  • Support the executive director and director of public affairs to advocate for, advance, and protect MNL interests at the state legislature, including working with legislators to proactively pass lottery legislation and providing feedback on other legislation with the potential to impact lottery operations or its workforce. Help build and maintain strong relationships with state legislators and administration officials to keep them informed and to serve as a trusted resource on lottery operations and the gambling industry in Minnesota throughout the year.
  • Support strategic communications projects on key initiatives including beneficiaries, responsible gambling and external relations.

Minimum Qualifications

Position requires a minimum of two (2) years of Communication experience.

Experience must include:

Experience with state and federal legislative structure, procedures and processes.

Understanding of legislative processes sufficient to effectively recommend proposed changes to public programs and budgets.

Develop, monitor, maintain and track information received through multiple channels using various tools.

Strong writing and editing skills for a variety of communications including plans, key messages, speeches, testimonies, reports, bulletins, procedures, rules, correspondence, blogs, annual reports, presentations and more.

Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

**Bachelor's degree in Communications, Public Relations, Public Policy, Political Science, Public Administration and related field may substitute for one (1) year of experience.

All applicants must possess and maintain a valid Class D Driver's License.


Preferred Qualifications

 

An understanding of the operations, administration, structure, and governance of the MN Lottery.

Expertise in analyzing and presenting data with spreadsheets, statistics, word processing and graphics software.

Bachelor's degree in Communications, Public Relations, Public Policy and related field.
