Performs professional and technical duties in an environmental laboratory or in the field.
MINIMUM QUALIFICATIONS
A Bachelor's degree in a Natural Science; and
Two or more years of experience in environmental protection or control, or environmental laboratory analysis; and
Possession of a valid Driver's License.
Or
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES
• Working knowledge of Federal, State, and local environmental control and mitigation laws and regulations; specifically, EPC Basis of Review for Authorization of Activities Pursuant to Chapter 1-11, the Port Tampa Bay Submerged Lands Management Rules, 62-330 F.A.C., and the U.S. Amry Corps of Engineers State Programmatic General Permit (SPGP) permit instrument.
• Ability to use a computer and related software.
• Ability to work effectively with others.
• Ability to communicate effectively both orally and in writing.
REPRESENTATIVE DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
• Reviews permit applications, field reviews and wetland delineations, plants, complaints and investigations submitted by subordinates and clients.
• Uses aerial photographs for assessing site guidance, ditching patterns, continuity of systems, extent of watersheds, and adjacent land use.
• Performs site inspections during and after the review process and maintains a detailed report of onsite conditions.
• Maintains a detailed review file for every project.
• Performs reviews of both historic and current aerial imagery.
• Conducts regular updates of permitting databases.
• Assists citizens and contractors with modifying proposals to meet regulatory criteria and avoid environmental impacts by providing guidance and feedback.
• Drafts formal documents including permits, notices, and requests for additional information.
• Researches prior permit documents.
• Performs other related duties as required.
