The Department of Ecology is hiring an IT Business Analyst - Journey position within the Nuclear Waste Program (NWP).

 

Location: 

  • Richland Field Office in Richland, WA
  • Upon hire, you must live within a commutable distance from the duty station.

 

Schedule: 

  • This position is eligible for telework and flexible schedule options.
  • A minimum of one day per week is required in the office.
  • Schedules are dependent upon position needs and are subject to change.

 

 


 

 



 

 

Duties

 

The Technology and Operations section of the Nuclear Waste Program (NWP) provides information, tools, and IT services that support Washington State Department of Ecology (Ecology) staff and managers in their efforts to clean up the Hanford Nuclear Reservation and other dangerous and radioactive waste sites. The Technology and Environmental Data Unit (TED) provides IT project management, IT business analysis, IT environment data systems, IT systems administration, IT data management, and IT help desk services in support of program staff efforts to clean up Hanford in accordance with regulatory requirements, Tri-Party Agreement (TPA) milestones, and schedules.

In this role as an IT Business Analyst, you will apply in-depth business expertise and analytical processes to the planning, design, and implementation of IT systems to meet the needs of the agency. These projects are highly complex, large-scale software development or technology infrastructure projects that require detailed planning, execution and responding to constant changes in IT technology and best practices. These projects are performed in partnership with many internal partners and some external vendors. The systems include environmental systems with specialized scientific data, financial systems and regulatory data management systems.

What you will do: 

  • Elicit functional (business) and non-functional (technical) requirements from internal and external subject matter experts for NWP lines of business that are given to Project Managers and Technical Engineers to develop information systems and implement infrastructure projects.
  • Serve as the program's organizational change management advisor on highly complex, program-wide, medium to largescale software development or technology infrastructure IT projects.
  • Develop Quality Assurance (QA) plans and lead the project team to test solutions to validate compliance with business requirements.
  • Serve as a liaison between business partners and technical staff to ensure business needs are clearly defined, understood and translated into technical solutions.
  • Translate business and technical requirements into user stories, use cases and acceptance criteria.
  • Write and maintain requirement and specification documentation.

Required Qualifications:

Six years of experience and/or education as described below:

  • Experience: recent, senior to expert level professional experience in business analysis of large-scale IT projects and/or major agency-wide IT initiatives.
  • Education involving a major study in Computer Science, Information Technology, Computer Engineering, or Business Analysis.

 

Examples of how to qualify:

  • 6 years of experience.
  • 5 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 4 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree) OR two-year accredited vocational training program in information technology or related program.
  • 3 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 2 years of experience AND a Bachelor’s degree.
  • 1 year of experience AND a Master’s degree or above.

 

 

Desired Qualifications:

  • A Bachelor’s degree with a focus on Information Technology, Computer Science, Computer Engineering, or business analysis or related field.
  • Six years of business analysis experience on IT projects that cross program or agency boundaries.
  • Certification of Capability in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) through the International Institute of Business Analysis (IIBA), OR completion of a business analyst certification from a university or college.
