DESCRIPTIVE STATEMENT:

 

 

The CDBG/HOME & Housing Administrator is a middle management, FLSA exempt position working under the general direction of the Director of Planning & Community Development.  This position implements and monitors community development activities related to consolidated planning, compliance and monitoring, fiscal and budgetary management, loan portfolio management and servicing, data management, and housing counseling funded through federal block grants and other grant and loan programs. This position works cooperatively to update housing needs assessments. The development and implementation of Division programs to address community housing and services is a key function of this position. This position works closely with local, state, and federal agencies and officials in area of responsibility. Maintains management systems including the assembly of program related data; assists the Director to formulate annual work plans for the delivery of services; recommends changes in program priorities, meets with constituent groups, sponsors, and the general public to explain Division policies and programs. Ensures compliance with federal, state, and local laws and regulations related to area of assignment. Performs professional work associated with all housing program activities. Provides supervision of the work of the employees in the division. This position is also responsible for tracking, vetting, and monitoring compliance of non-profit organizations that receive funding from the City of Pueblo through either the annual budget process, off-cycle funding or through the Community Services Advisory Commission (CSAC) allocations.  Measures the performance of programs and provides recommendations regarding funding and reports on compliance with use of funding for committed purposes. For this primary compliance function, the position will work closely with the Mayor’s office and the Finance Director.

DUTIES & RESPONSIBILITIES:

 

 

 

  • Administers housing and neighborhood revitalization programs that utilize city, state, and federal funds, as well as private funding
  • Ensures procedures and interactions with regulatory and financial agencies are carried out according to established processes
  • Coordinates processes for the Division to provide technical assistance to citizen groups, agencies and/or authorities and seeks input and recommendations on these processes
  • Administers housing rehabilitation, new construction, home buyer, lease purchase, homeowner rehabilitation, and rental rehabilitation lending programs
  • Coordinates with citizens, neighborhood associations, City departments and consultants in the preparation and implementation of neighborhood development programs
  • Recommends policies and guidelines for housing and neighborhood revitalization programs
  • Oversee housing program related data collection and analysis
  • Maintain positive partnerships with private sector entities including lending institutions, businesses, institutions, non-profit organizations, and developers
  • Develops project and program budgets and makes recommendations to Director on expenditures, participating in the budget process as an advisor
  • Oversees and participates in the maintenance of records of all federal, state, and local funds to include ensuring grant compliant certifications from CDBG, HOME and other funding entities
  • Prepares reports, award applications, and works cooperatively with the grant applications, etc.
  • Maintains professional and technical knowledge of local, state, and federal laws/regulations relating to housing, financing and other programs funded with CDBG, HOME, and other funds
  • Maintain the City’s Five-Year Consolidated Plan, Annual Action Plan, and the Consolidated Annual Performance Evaluation Reports, as well as other required reports to agencies as assigned, making recommendations for improvement as appropriate
  • Assists the Director in the negotiation of complex development agreements with for- profit and non-profit developers
  • When requested by the Community Services Advisory Commission (CSAC), provide assistance, or assign staff to assist activities of the CSAC
  • Coordinates with Planning and Development Division regarding potential infill multi-family residential development properties and identify opportunities for “housing development ready” projects. Ensures that plans are developed within applicable federal, state, and local laws
  • Supervises technical and professional staff to include scheduling and work assignments
  • Develop a standardized funding request process to be used for all City funding requests from outside agencies
  • Coordinate all non-departmental budget requests by performing due diligence on behalf of the City with respect to the requestors financial position, governing board, sustainability, and review of status with the City, Secretary of State’s office, and other regulatory agencies with respect to licensing and compliance status
  • Develop reporting instruments, requirements, and cadence of report to the City for agencies awarded funding
  • Monitor and report on compliance with respect to all performance milestones provided as part of the annual budget or ad hoc requests from agencies to ensure that funding is being used for the requested purpose and general performance monitoring with respect to effectiveness of funding
  • Vet any new City Council contingency requests to sponsor events to ensure the organization is in good standing on sales tax and licensing with the City and provide staff reports on the requests
  • Work closely with City Finance Department staff on any grant, subrecipient, or loan agreements such as the American Rescue Plan Act (ARPA) small business grants to ensure compliance etc.
  • Serve as the Mayor’s Office representative at the Community Services Advisory Commission (CSAC) meetings
    • May not mean a seat on the commission but will be present for all meetings to provide reports to the Mayor and relevant City staff on commission activities and awards
  • Develop a strong understanding of the rules and regulations regarding taxpayer funding granted to specific organizations
  • Participate in the budget process with respect to non-departmental requests as directed by Mayor
  • Critically analyze documentation, financial documents, and other data pertaining to requests for funding submitted by outside organizations in close cooperation with City Finance
  • Cultivate an understanding of community funding resources in addition to those provided by the City to support the additional needs of outside organizations
  • Identify areas where non-department requests are duplicative, or potential duplicative with other requests for funding by other funding sources
  • Stay abreast of best practices in non-profit board governance
  • Perform site visits and travel to various off-site meetings and events

PHYSICAL REQUIREMENTS:

Requires the skill and ability to:
 

  • Research grant opportunities and collaborate with Grant and Resource Administrator
  • Evaluate and make recommendations on requests for financial assistance to develop or rehabilitate housing projects
  • Supervise and participate in the collection, analysis and interpretation of data pertaining to housing, community development and redevelopment
  • Interpret and apply federal, state, and local laws and regulatory codes
  • Supervise, organize, schedule, and complete projects within assigned timelines
  • Supervise the work of subordinate employees
  • Maintain effective relationships with City employees, government officials, private developers, public groups and organizations

MINIMUM QUALIFICATIONS:

 

 

In addition to the knowledge, skills, and abilities listed above, this position requires the following:

  • A bachelor’s degree or higher education from an accredited institution in business, accounting, finance, or public administration
  • Four (4) years of full-time progressively responsible, professional/exempt level experience in a housing development and program services position involved with real estate financing, market analysis experience, and citizen service
  • Two (2) years of experience in non-profit or grant compliance monitoring
  • Two (2) years of supervisory experience
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
