Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Payroll/Timekeeping Liaison. Under direction, this position will monitor and coordinate the work of remote staff engaged in the preparation and processing of semi-monthly payrolls and timekeeping records for DCFS downstate regions. The position will also provide advice, interpretation, and guidance to management and employees concerning payroll and timekeeping issues and provide training to payroll and timekeeping liaisons in assigned administrative units. Essential Functions
- Serves as Payroll/Timekeeping Liaison
- Provides technical assistance to management, employees, and attorneys regarding confidential matters such as wage deductions, bankruptcies, tax levies and child support claims
- Prepares reports, conducts research, and provides information on payroll and timekeeping issues for use in the Department
- Serves as working supervisor
- Serves as back up to Payroll/Timekeeping Supervisor in the performance of various payroll transactions including salary reversals, and processing of new hires, separations and retirements.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
- Requires one year of progressively responsible administrative experience in a public or business organization
Specialized Skills
- Of the noted 1 year of experience, requires that the experience include payroll and timekeeping operations and the interpretation of collective bargaining contract language relative to payroll and timekeeping policy
Preferred Qualifications
- 2 years of professional experience managing or conducting timekeeping or payroll functions for a large public or private organization
- 2 years of experience in an office setting utilizing strong computer skill in Excel, and other Microsoft Office products (Outlook and Word)
- 2 years of professional experience monitoring staff in a statewide program in a public or private organization
- 2 years of supervisory experience in a public or private organization
- 2 years of professional experience serving in a liaison capacity with internal or external units within a public or private organization
- 2 years of professional experience conducting training in a public or private organization
