The salary range for this Environmental Technician/County Ditch Inspector position is Step 1: $33.99 to Step 11 $46.64 per hour.

Position Summary
Assist in evaluating environmental impacts of roads, bridge construction, and drainage system projects. This position is responsible for assuring compliance with environmental regulations; drainage system inspection; permitting; maintaining project files and reports for compliance with applicable regulations; and developing and coordinating the Department's stormwater management and mitigation program.

Essential Functions
A. Administers and prepares all aspects of the annual report for Municipal Separate Storm Sewer System MS4 permit.
B. Evaluates, inspects, and updates maps of the county's stormwater systems, and participates in the stormwater public outreach program in accordance with MS4 requirements.
C. Conducts standard testing and sampling procedures to evaluate stormwater quality on the county's stormwater conveyance systems.
D. Prepares and submits necessary permit applications for proposed construction and drainage system projects.
E. Coordinates review procedures with regulatory agency officials, resolving problems and deficiencies identified in the review process.
F. Ensures construction project compliance with stormwater Pollution Prevention Plan and Best Management Practices.
G. Maintains project files and records associated with the review and approval of project permits and/or environmental assessments.
H. Assists in the preparation of project memorandums, environmental assessments, or environmental impact statements.
I. Providing the department with technical guidance on environmental matters and impact assessments of county-owned facilities and operations to ensure compliance with applicable regulations.
J. Represents the Department at regional and state environmental stakeholder groups and hearings regarding the impact and implementation of environmental regulations and permits.
K. Reviews proposed environmental regulatory rules and policy changes evaluates the potential effect on department projects and operations, and prepares correspondence as necessary regarding policy, regulations, and permitting programs.
L. Inspects drainage systems. Recommends solutions to drainage issues.
M. Oversees ditch maintenance, including but not limited to tree and weed spraying or removal, rip-rap placement, wash-out repair, etc.
N. Assists with construction inspection and material testing, as necessary.
O. Reviews and approves County Public Works permits.
P. Attends work in a regular and timely manner.

C. Performs other duties as assigned or apparent.
Minimum Qualifications - Training and Experience Required

Minimum Qualifications
A. Associate’s degree in physical, biological, or environmental sciences or related field; and
B. Three years relevant work experience with environmental services; OR
C. Equivalent combination of education and experience.
D. Must possess a valid driver's license and be able to drive in the state of Minnesota.
E. Must successfully complete a background check.
F. Obtain and maintain certifications and licensures.
