The Budget and Forecasting Manager supports the Virginia Alcoholic Beverage Control Authority’s initiatives for the Accounting Division by leading and providing guidance to the financial management team and other budget system users. The role also serves as backup to the finance director for BAR and Cardinal system maintenance. This role will support the FMS Division by creating and maintaining an internal budget system and growing technologies utilized by the division. This role will support the Assistant Director of Budget and Forecasting in completing the Authority's budget as well as various external reports and assist in making significant budget decisions in the preparation and build of GACRE and DPB reporting. In keeping with the mission of the Authority, the role promotes excellent customer service and cost-effective solutions through effective consultative services, excellent communications and collegial relationships.
Areas of Responsibility:
- Serve as a subject matter expert and budget liaison on most projects impacting the budget system. Evaluate and analyze a monthly budget review of the Authority’s consolidated revenue and spend to determine if the Authority is trending positively towards its profit forecast.
- Technical lead for quality control, data validations and testing to support system upgrades, enhancements and conversions.
- Responsible for executing system data uploads and audits to ensure data integrity.
- Subject matter representative for all budget systems related projects, implementations and initiatives.
- Effectively communicate and collaborate with the Assistant Director of Budget and Forecasting by assisting with defining, developing and communicating budget system frameworks, procedures, and documentation.
- Responsible for the data load of personnel services, benefits and healthcare in the budget system.
- Perform an annual reconciliation of budgeted MEL by division and maintain the integrity of the MEL count.
- Assists in the development and review of the Authority’s six-year GACRE forecast.
- Support special assignments/projects in support of finance objectives.
- Generate and develop ad hoc reporting, report scheduling and the management of all reports from the budget system.
- Assist with the development of presentations to the Board, DPB and the Money Committees.
- Work on current or proposed statewide or divisional special projects in leading or supporting roles.
- Participate in project planning, management and review of activities related to policy changes.
Minimum Qualifications
- Experience with a budget and forecasting systems
- Knowledge of accounting policies and procedures including knowledge of generally accepted accounting principles (GAAP), to ensure compliance.
- Knowledge of accounting computer systems and governmental/fund accounting procedures. Knowledge in Oracle based systems recommended.
- Proven ability to identify complex problems, develop and evaluate possible solutions, and make recommendations to management.
- Experience in financial system administration.
- Knowledge of accounting policies and procedures.
- Thorough knowledge of generally accepted accounting principles (GAAP), Commonwealth Accounting Policies and Procedures (CAPP) and departmental standards to ensure compliance.
- Knowledge of accounting computer systems and governmental/fund accounting procedures.
Preferred Qualifications
- A bachelor’s degree in Business or Accounting.
- Five (5) years’ experience using Oracle financial cloud software and established experience with Oracle financial products including the budgeting and forecasting module.
- Audit experience or experience with documenting business processes, including interfaces between financial systems.
- Accounting, finance, or information technology (or equivalent combination of experience and training).
- Experience in financial system administration.
- The proven ability to analyze and interpret financial data, to communicate effectively, both orally and in writing, and to establish effective, positive working relationships with all levels of staff.
