Deputy Director of Public Works

The Department of Public Works (DPW) is the largest agency in the City of Baltimore and is by far its most complex municipal operation. The City is seeking a strong, strategic leader to be its next Deputy Director of Public Works. This position will assist in managing a large, diverse public utility, be committed to sustainability, communicate as effectively to employees as elected officials, and bring creative, problem-solving skills to the agency. 

Under the supervision of the Director of Public Works, the Deputy Director plans, organizes, and directs the activities of the agency through Bureau Heads, division chiefs, managers, administrative staff, and supervisors. The Deputy Director is second-in-command and serves as Acting Director in the Director’s absence. This role offers a unique opportunity for a forward-thinking professional to take on increasing responsibilities and grow within the organization. The selected candidate will work closely with senior leadership, gaining valuable insights and experience to prepare for future leadership opportunities, including potential director-level roles. 

The hiring salary range for this position is $135,862 - $224,466 annually. In addition to competitive compensation, the City of Baltimore provides a comprehensive benefits package, including between 12 and 24 days of annual leave based on years of service, four personal days per fiscal year, 12 paid holidays, and 12 days of sick leave annually. This position also includes a take-home vehicle and an assigned downtown parking space. Relocation assistance is negotiable. This position requires a combination of education and experience equivalent to a bachelor’s degree, along with at least five years of leadership experience as a senior policy advisor, senior operations manager, or technical subject matter expert, including at least five years in local government or public utilities. Preferred qualifications include management experience in a diverse, complex local government or public utility environment. A postgraduate degree is desirable but not required.
