AFRL/RIOC is looking for a Construction Control Representative to work in the Civil Engineering Branch of the Site Operations Division located in Rome, NY.
Position duties include, but are not limited to:
- Review project plans and specifications prior to contract advertisement to determine the practicability of construction.
- Provides needed information to bidders to clarify technical portions of the drawings and specifications during pre-bid meetings
- Oversees major milestones of complex construction plans and specifications.
- Reviews and approves or disapproves shop drawings presented for approval by contractors.
- Approves changes to plans relating to difficult and complex construction problems which do not alter the basis of design.
- Creates independent government estimates of construction and compares contractor submissions
- Provides oversight of complicated structures involving complex construction problems.
- Observes and investigates all construction phases to ensure compliance with contract schedules, specifications, submittal registers, and shop drawings.
- Confers with contractors on matters that require a great deal of judgment and initiative, such as controversial problems of work scheduling, interpretation of plans and specifications, work methods, acceptability of workmanship, and changes to the plan.
- Maintains daily logs of work progress and prepares reports on the status of the overall project.
- Determines the need for project changes, estimates cost, and develops project modifications.
- Investigates and analyzes the need for contract change orders considering conditions at the work site, filed measurements, computations, and prices for negotiating changes.
- Prepares government payment estimates for monthly payment on contract work.
- Exercises independent authority to negotiate changes with contractors and uses persuasive techniques to ensure the best value for the government.
Required Qualifications
- United States Citizenship.
- Ability to obtain and maintain a secret security clearance.
- Males must be registered for Selective Service, see www.sss.gov.
- The work may require employee to drive a motor vehicle and an appropriate, valid driver's license will be required.
- May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets.
Desired Qualifications
- 5 years experience in construction management of commercial structures.
- Associates degree in technical or physical sciences.
- The ability to manage multiple projects concurrently.
- Strong computer skills and adept in learning new computer systems.
- Strong oral and written communication skills.
- Able to work independently and as part of a team.
- Working knowledge of the International Building Code and National Electric Code is desired.
- The ability to read, understand and interpret contract documents, drawings, specifications, scopes of work, and project schedules.
