The Division of Workforce Solutions is currently working a Hybrid (onsite/offsite) Teleworking schedule.

 


The North Carolina Department of Commerce is the state's lead agency for economic, community, and workforce development.  The Department works with local, regional, national and international organizations to fulfill its mission to improve the economic well-being and quality of life for all North Carolinians.  The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The DWS is responsible for administering federal workforce programs that help individuals gain skills and find employment, and help businesses find the workforce they need to be successful. Across the state, there are 80+ career centers which support individuals finding work and pursuing education and training and connect businesses with the well-trained, diverse talent they need. The centers are customer-centric, designed to meet the needs of customers, individuals and businesses.

The Information Technology (IT) section is responsible for all information Technology needs of the Division.  This includes creating new applications/solutions and maintaining existing applications/solutions necessary to collect and report all data to USDOL and other partners.  IT section works with State Department of Information Technology (DIT) DIT to provide all computer and software services to staff.

The primary purpose of the Database Administrator (DBA) is The DBA will be responsible for all aspects of the DWS Development, Test, and Production Database Environments and Windows Servers with an emphasis on Always On High Availability.  The position is also responsible for a multitude of SQL Server Integration Services packages and jobs, as well as installation, configuration, & patching of databases, database design, data modeling, data loading and extraction and stress testing database applications, database monitoring, database performance tuning, database backup and recovery, change control deliveries, resource management & capacity planning, batch job management, database security, trouble shooting, and problem resolution. The environment is currently on-premise but the position will also be involved with future cloud based initiatives.  The position will manage database access using the principal of least privilege and provide daily SCRUM reports and work using AGILE methodologies to produce agency-wide, mission critical solutions.

Demonstrated technical expertise in SQL Server databases, SSIS, administration, clustering, mirroring, high-availability configurations, and their underlying operating systems and the associated hosting infrastructure.

Demonstrated technical expertise in windows and operating systems and their associated hosting infrastructures.

Demonstrated ability to evaluate third party/off-the-shelf tools and technologies, collaborate with solution architects, and lead teams in providing effective database solutions.

Experience in migrating, deploying, supporting, and maintaining databases.

People skills to work collectively with application Developers, systems administrators, and DB team lead to resolve problems and to design solutions to complex systems and application database requirements.

Ability to perform database sizing requirements, system needs, and capacity plans for new solutions.

Ability to develop and implement complex database solutions to enhance application performance and business solutions.

Ability to develop product roadmaps and always ensure compliance.

Ability to prepare summaries with the supporting documentation to senior management for seeking approvals and decisions. 

 

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and one year of experience in programming and applications analysis including the design and maintenance of an integrated database system; or
Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and two years of experience in programming and applications analysis including the design and maintenance of an integrated database system; or High School or
General Educational Development (GED) diploma and five years of experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.
