Customer Account Representative I

The City of Oceanside is accepting applications for the position of Customer Account Representative I. There is currently two vacancy in the Financial Services Department - Revenue Division and Billing Division. A Customer Account Representative I employee has the potential to advance to a Customer Account Representative II at the discretion of the City based upon the candidate's proficiency in all aspects of their assigned duties.

Examples of Duties:

The Customer Account Representative will be responding to routine inquiries from the public over the telephone, email, on-line public inquiry or at a public counter; providing general information and assistance to the public regarding billing, collections and licensing policies and procedures; preparing water and sewer utility invoices and reports; posting utility receipts; researching billing or licensing complaints; collecting monies and operating a cash register; posting information to computerized records; creating new accounts; balancing cash drawer and preparing bank deposits; making deposits and bagging  coins; verifying presence and accuracy of payment, credits, receipts and other documents; processing applications for municipal service, parking permits, business licenses or citations; preparing bills and invoices and associated correspondence; maintaining a variety of files and records; ensuring information is current and accurate; researching and retrieving files as necessary; entering reports into computerized billing system; processing public records requests; may function as lead worker or assist in training new employees; and perform related duties and responsibilities as required.

 

Minimum Qualifications:

Knowledge of

  • Customer service techniques;
  • Basic accounting principles and practices;
  • Record keeping methods and techniques;
  • Modern office procedures and methods;
  • Basic principles of mathematics; and
  • Pertinent Federal, State and local laws, codes and ordinances.


Ability to:

  • Maintain tact and courtesy in high stress situations;
  • Learn applicable data processing systems;
  • Learn to interpret and explain City policies and procedures;
  • Operate a variety of office equipment;
  • Respond to inquiries from the public in a tactful manner;
  • Understand and follow oral and written instructions;
  • Communicate clearly and concisely, both orally and in writing;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Maintain mental capacity which allows for effective interaction and communication with others; and
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.


Experience and Training:

Experience:  Some experience performing customer service and/or accounting transactions is desirable.

Training:  Equivalent to the completion of the twelfth grade.
 

 

Working Conditions and Selection Process:

Environmental Conditions:  Office environment; exposure to computer screens.

Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.

Selection Process: All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification from the selection process.  The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job related qualifications.  Candidates who successfully complete the selection process will be placed on an Eligibility List and will remain eligible for employment consideration for a minimum of six months.
 

Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination.  Drug screening may be required.
