General Description / Primary Purpose:
The Manager Military Engagement and Compliance, under the direction of an Assistant Director or Above, plays an integral role in the design, development, implementation, and interpretation of departmental processes. Recommends policies and procedures to ensure effective coordination of departmental programs. Responsible for the overall implementation and administration of military engagement and programming for the Military and Veterans Resource Center that leads to student retention. Foster strong relationships with faculty and staff, as well as the outside community, to educate and promote initiatives for UNF military affiliated students.
Job Function:
Serves as an advocate and ambassador for our military affiliated students providing campus wide leadership in the areas of recruitment, retention, outreach, and engagement. Collaborates with internal and external partners to provide transition assistance to military affiliated students serving as a liaison for this population. Represents the Military and Veterans Resource Center at transfer and new student orientations and special events. Designs and delivers presentations, workshops, and educational training materials related to VA Educational Benefits as well as Military and Veteran awareness within the campus community. Provides leadership and accountability for military affiliated activities and ensures the delivery of quality and effective programs to augment and support the academic and social success of students. Communicates with other departments to solve complex inquiries from prospective and current students. Provides one-on-one assistance to the public in person, over the telephone, and through email or other written correspondence. Handles student inquiries for the department and individually advises students on VA Educational Benefit processes and procedures. Provides leadership and direction for support staff ensuring performance goals are set and met. Train and supervise the Military and Veterans Resource Transition Coach in departmental procedures and compliance with state and federal regulations. Administer an environment that reflects a commitment to culture competence, inclusiveness, diversity of thought, and professionalism.
Assists with processing reports for data analysis including probation/suspension, graduation, documentation, and compliance on a semester-by-semester basis. Work collaboratively with Academic Advisors and Counselors to provide timely information on course/degree options as related to the certification of enrollment for VA Educational Benefits. Must be intimately familiar with all aspects of Veterans Affairs, third-party military contracts, Military Spouse Career Advancement accounts, Military Tuition Assistance, and state programs to better recruit, retain, and promote military affiliated students. Serve as a Veterans Affairs Certifying Official and manager of VA Educational Benefits maintaining sensitive personally identifiable information of all students with the primary responsibility for certifying Veteran enrollment at the educational institution. Must be intimately familiar with all aspects of Enrollment Services functionality including Admissions, Records and Registration, Financial Aid, Academic Advising, and with specialization to Veterans in a way such as they can manage program compliance with various university departmental units and military affiliated students. Maintain familiarity of the programs and processes of VA Educational Benefit administration with discretionary use under FERPA rules to ensure university compliance with federal and state regulations related to the certification of veterans educational benefits and debt management. Maintain familiarity with state and federal legislation that affects student veterans and service personnel and their families. Responsible for interpreting and explaining VA regulations and how changes may impact students using VA Educational Benefits. Communicate directly with the VA through their online data access as well as other methods of communication regarding student enrollment status and progress in degree program while maintaining personally identifiable information for the student population. Work directly with the State Approving Agency for Veterans Educational Benefits to maintain compliance via annual auditing of university processes including but not limited to admissions policies, transcript evaluation, enrollment certifications, degree awarding, and commencement. Attend training opportunities as needed. May interpret departmental policies for area of responsibility. During declared campus emergencies, this position may be required to perform specific job-related duties at a designated off campus location or place of residence.

1. Evidence knowledge of the U.S. Armed Forces, service members and their families. 2. Evidence knowledge of U.S. military's voluntary education programs (G.I. Bill, etc.) 3. Evidence of personal productivity and good problem-solving skills.

This position requires either (a) Masters degree from an acceptable accredited institution in a directly related area of specialization and one year of experience directly related to the job functions; (b) Bachelors degree from an acceptable accredited institution in a directly related area of specialization and three years of experience directly related to the job functions; or (c ) 7 years of direct experience

This position has a reporting requirement because the University believes that responsibility for students, campus activities and/or campus security will make the holder of this position someone members of the University community will see as an authority figure and someone to whom they can seek help. A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA ’ s responsibility is a duty to report.
