Our Instructional Designer is tasked with analyzing, designing, developing, implementing, and managing highly engaging and interactive training programs with an emphasis on eLearning.
This role involves collaborating with subject matter experts and our team of technical trainers to create effective learning experiences and managing training project timelines, delegating tasks, and ensuring timely completion of deliverables.
This exciting opportunity is also remote work eligible on a Hybrid basis!

Examples of Essential Functions
Analyzes, designs, develops, implements, eLearning content and training programs and customized materials utilizing effective and accepted teaching methodologies and automated training systems.
Develops course outlines, documentation, assessment strategies and maintains instructional design direction and development through all phases.
Manages the design and development of training content by creating project timelines, delegating tasks, ensuring timely completion of deliverables, and maintain project documentation and course content in alignment with approved design processes and procedures.
Develops and performs in-depth training needs analysis, identifying employee development needs and evaluating and recommending training programs according to the employee development and software systems requirements of Clerk of the Circuit Court & Comptroller operations.
Develops and performs in-depth post training evaluations and skill acquisition analysis for employees regarding knowledge, skills, and abilities acquired during the training programs.
Measures the performance of materials and systems by applying Kirkpatrick’s four levels of learning to developed content to evaluate and measure the results of training and educational programs.
Evaluates existing training programs, resources, and materials; prepares and presents suggestions for changes or upgrades to existing programs; and recommends new programs.
Ensure all eLearning content complies with SCORM standards to guarantee compatibility and tracking within the Learning Management System (LMS).
Use LMS analytics to track learner progress and performance, providing insights and recommendations for improvements.
Utilizes virtual and web-based solutions (tools; resources) fostering the development of online based learning programs.
Maintains current knowledge of trends and developments in the fields of training, adult learning, and electronic learning technologies for application to the training functions/needs of employees.
Plans and participates in organizational projects and initiatives; presents information at department, interdepartmental, management and professional meetings.
Typical Qualifications
Bachelor’s degree in Instructional Design, Graphic Design, Education, or related field, supplemented by five (5) years recent, relevant experience in instructional design principles and learning strategies, assessment design, and instructional approaches.
Additional experience is accepted as a minimum requirement in lieu of a post-secondary degree on the following basis: additional four (4) years in lieu of a bachelor’s degree, and additional two (2) years in lieu of an associate degree.
Requires in-depth knowledge of a wide variety of current automated training and learning management systems, with demonstrated oral and written communication skills, and knowledge of effective instruction and teaching principles and techniques.
Experience and working knowledge of Adobe Captivate, Articulate, Adobe Creative Cloud, LMS, or similar software.
