Senior Accounts Specialist

Currently, there is a vacant Senior Stormwater Accounts Specialist position in the Stormwater Management Division, which is part of the Engineering Services Department. The Stormwater Management Division includes over 80 full-time employees who work within an inclusive, team-first environment that takes pride in their work by being “Stormwater Smart”. Together, the employees of the Stormwater Management Division support the City through a variety of programs and projects. Sustained population growth in Raleigh has created new development opportunities, which has resulted in evolving various stormwater programs in terms of capacity and capabilities. In 2023, Stormwater Management was reclassified as a new Division within the Engineering Services Department, emphasizing the importance of Stormwater Management and it’s influence in the future growth of Raleigh.

 

Duties and Responsibilities

  • Train Specialists on Stormwater Billing aspects, & provide technical advice and guidance
  • Review Stormwater response to Planning Petitions, prepare preliminary cost or revenue estimates, track City Council dates & decisions, updating the Stormwater Impervious Database and Web Application as needed to capture changes needed for billing
  • Investigate Stormwater Utility discrepancies identified through reports, customer contact, and collaboration with other departments and creates follow-up work based on technical knowledge and billing principles
  • Research and respond to customer billing inquiries using various software programs
  • Maintain and update the Stormwater Impervious Database and Web Application through reports provided by Wake County, Stormwater Permitting and Inspection Teams, Utility Billing, and GIS data
  • Collects field data and measurements of impervious area and calculations for proper data entry and billing
  • Updates and maintains database information and related reports; researches and retrieves information; reviews data for accuracy and makes corrections; scores and ranks identified data issues and provides resolution timelines
  • Provides specialized and technical activities in support of an assigned engineering function; serves as a liaison for internal and external clients in support of assigned projects; may perform quality assurance inspections, identify deficiencies or maintenance requirements, verify project activities, conduct survey work, and/or serve as on-site contact for project contractors, engineers and property owners
  • Provides customer assistance and responds to inquiries, complaints and information requests; performs basic research or investigations, verifies and provides general procedure/process information; refers complex requests to the appropriate resource
  • Assists in reviewing plans, proposals, and maps; performs mathematical calculations; conducts basic analysis and/or geospatial analysis; may provide site and service. assessments to determine issues and provide recommendations
  • Reviews and verifies documentation; updates, organizes and maintains tracking documents, activity/performance reports, databases, digital maps, requests, plans, schedules, project documentation and/or presentation materials
  • May attend committee meetings, project meetings, and public meetings; prepare supporting documentation; provide communication materials and updates related to projects and program recommendations. Assist with special projects and/or serve on functional teams for special processes or audits

 

Typical Qualifications

Education and Experience:
Associates Degree in engineering or directly related field and three years of paraprofessional engineering experience, preferably in area of assignment

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
