The North Carolina Department of Administration is seeking applicants for an HVAC Technician for our Facility Management division. The primary mission of Facility Management is to provide a safe and healthful work environment for employees and the public in a cost effective and energy efficient manner. This mission is accomplished by performing routine, preventive, and emergency maintenance to state facilities owned by and allocated to the Department of Administration.
 
This position will perform the required service to troubleshoot, calibrate, repair, maintain and operate the DDC BAS (Direct Digital Control - Building Automation System) as well as adjust various components and sub-systems of an overall HVAC system. This would include, but is not limited to, electric/ electronics speed controllers, pneumatic sensors, electric/ pneumatic valves, motors, humidistats, pumps, chillers, condensers, Air Handling Units (AHUs) and miscellaneous control elements. The person in this position will independently review heat or cooling requirements; compare and recommend modifications to achieve better system effectiveness and efficiency and apply knowledge of design and operation of centrifugal and reciprocal compressors. The individual in this position must be available on a rotating basis for emergency call back. Individual should be well versed in the use of a personal computer. Additional duties as assigned.

Division/ Department Overview
The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved. The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

 

Knowledge, Skills and Abilities / Competencies

QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES ALL OF THE FOLLOWING:

  • Experience with the installation and repair of general HVAC equipment
  • Knowledge of chilled water distribution systems and the ability to troubleshoot and repair.
  • Operational knowledge of DDC automation systems and the ability to use these systems to diagnose mechanical, electrical or control issues and to prescribe or perform repair procedures.
  • Experience in reading and comprehending blueprints and wiring diagrams.
  • Experience servicing and repairing computer room air conditioning systems.


ADDITIONAL EXPECTATIONS:
 

  • The position requires standing for long periods of time and performing manual labor.
  • The individual hired for this position must be capable of strenuous lifting, crawling and working at heights up to sixty-five feet or more as well as working in confined spaces such as steam tunnels and manholes.
  • The position may require exposure to extreme environmental conditions.
  • The position requires the ability to exert up to 50 pounds of force occasionally, and/ or in excess of 20 pounds of force frequently and/ or up to 10 pounds of force constantly to move objects.
  • The position may require working in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, sewage and water line pipes and other confined areas.
  • The individual hired for this position must be familiar with building, life and safety codes.
  • Employee is required to wear a uniform, picture ID badge, use safety equipment and follow safety regulations which are provided by the state.


MANAGEMENT PREFERENCES:

  • Division prefers applicants with at least four (4) years of progressive experience in industrial/ commercial HVAC work.


NECESSARY REQUIREMENTS:

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire.
  • Certificate of Completion Asbestos Operation Maintenance and Removal Training within one year of hire.
  • Certificate of Completion Entry Permit Confined Space Training within one year of hire.
  • Certification by the Environmental Protection Agency as a Type I, II, III or Universal technician as required by Title 40, Code of Federal Regulations part 82, subpart F. Within 90 days of hire.
  • Respirator medical evaluation is required to verify the individual's ability to wear and use a respirator. This is a condition of employment.

 

Minimum Education and Experience Requirements

High school or General Educational Development (GED) diploma and four years of progressive experience in the installation, maintenance or repair of air conditioning chillers, air handling, chilled water distribution and control systems including one year at the journey level; or an equivalent combination of education and experience. Necessary Special Qualifications Requires current certification by the Environmental Protection Agency as a Type I, II, III or Universal technician as required by Title 40, Code of Federal Regulations part 82, subpart F.
