The Work You Will Do:
This senior-level Government Analyst role will focus on data integration, research, and reporting for the Petroleum Restoration Program within the Agency's Term Contracts section. The individual in this position will manage the program's dashboard, develop, and track key metrics, and create and maintain necessary forms and reports. They will conduct data analysis using various programming languages while handling multiple projects and representing the program in both internal and external meetings. The role involves strategic planning, data management, and process improvement, utilizing alternative methods to enhance existing systems. The ideal candidate will demonstrate independent judgment, problem-solving expertise, and critical thinking skills to achieve precise outcomes. Attention to detail and accuracy are essential for success in this role.

The PRP Program provides funding to conduct activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida. The Government Analyst position will work with leadership to provide detailed information to support to the Petroleum Restoration Program.

Pay: Annual Salary: $52,859.88 - $60,152.76 (Commensurate with experience)
Your Specific Responsibilities:
- Conduct Business Analysis: Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation or other managerial functions. Collect and analyze data and using decision support software, service, or products. Develop, maintain and manage advanced reporting, analytics, dashboards and other solutions and supply accurate metrics for program evaluation, review, or implementation.
- Perform validation and testing of models and/or queries to ensure adequacy and reformulate queries as necessary.
- Collaborate with the PRP senior leadership to identify and solve a variety of problems, and support management objectives.
- Define data requirements and gather and validate information, applying sound judgment and statistical tests.
- Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
- Prepare management reports including but not limited to the Petroleum Restoration Program (PRP) Dashboard. Study trends within the PRP that affect productivity and efficiency and define and evaluate problems and recommend solutions.
- Observe the current system in operation and gather and analyze information about each of the parts of component problems, using a variety of sources.
- Develop business methods and procedures, including accounting systems, file systems, office systems, logistics systems, and production schedules.
- Conduct organizational studies, evaluations, and procedures, conduct work simplifications and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
- Gather and organize information on problems and procedures; analyze data gathered and develop or improve existing system or alternative methods of process; collaborate with teams to integrate and ensure successful functioning of implemented systems or procedures; interview personnel and conduct on-site observation to ascertain unit functions, work performed and methods; document findings of study and prepare recommendations for implementation of new systems, procedures or organizational changes; prepare manuals and train workers in the use of new forms, reports, procedures, according to organizational policy; maintain, or redesign, evaluate, recommend and approve changes of forms and reports; and plan study of work problems and procedures, such as organizational change, communications, and information flow..
- Identify, track, and maintain metrics.
- Identifying operational objectives by studying functions and requirements; conferring with managers and employees.
- Recommend operational controls and guidelines by developing/updating functional/operational manuals outlining established methods of performing work in accordance with organizational policy.
- Improve organizational results by identifying potential projects; introducing new practices; presenting action plans; defining and recommending policies and procedures.;
- Provides consultative and technical guidance and responds to request for Information.
- Provide technical guidance by conferring with the PRP senior leadership and division staff regarding coding and retrieval of data from program databases. Resolve data retrieval issues by conferring with PRP senior leadership and division staff regarding different methods to alter design to meet requirements.
- Serve as Point of Contact for Records/Legislative request for reporting information for PRP.
- Performs other related duties as needed.
Required Knowledge, Skills, and Abilities:

- Skilled in programming languages such as Python and SQL, with experience in data visualization and integration using tools like Tableau, Power BI, and Qlik.

Required Qualifications:
- Bachelor’s degree from an accredited college or university; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
