Job Duties
The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Program Management Specialist on the Program Team in the Infrastructure Investment Division to support the Division’s mission to oversee the financial lifecycle of projects and support the financial management of projects and programs. This position is located in Richmond, Virginia, in the agency’s Central Office location.

This position may review and analyze project data to recommend adjustments in financial and/or project management systems; provide guidance, training, analysis, and process improvement recommendations in support of statewide financial and business processes related to the Six-Year Improvement Program (SYIP), including transportation project development and delivery.
This position’s specific responsibilities and duties include, but are not limited to:
• Coordinate activities associated with the development and management of the Six-Year Improvement Program with districts and Central Office Divisions.
• Collect, analyze, and interpret project and financial data from multiple sources to ensure the efficient use of funding to support project and program delivery as well as compliance with applicable federal and state policies and requirements.
• Communicate and implement programming and funding priorities, policies, and procedures related to various project selection processes and project development activities.
• Provide guidance, support, and training to districts and other divisions in support of Department initiatives and goals pertaining to the financial management of projects, programs, and related system applications.
• Provide oversight, support and related training and guidance for the Six-Year Improvement Program and Project Pool.
• Assist in proactive program management efforts by using available reporting to identify issues in key performance or data quality areas and coordinate with Management and/or other IID sections to resolution.
• Complete special projects and assignments as requested by leadership. Performing other duties as assigned.
Minimum Qualifications
• Skill in the use of computers and software systems including Excel and Access databases.
• Experience applying statewide and federal planning practices and regulations.
• Ability to communicate effectively orally and in writing with internal and external customers.
• Ability to manage multiple tasks.
• Knowledge of state highway financing, federal highway financing, and federal programs, procedures, rules, and regulations.
• Ability to analyze, research and interpret data.
Additional Considerations
• A combination of training, experience or education in public administration, planning, engineering, business, or finance desired.
• Knowledge of VDOT programs, policies, project prioritization, and programming and scheduling tasks.
• Experience in capital budgeting, including working with financial data and transportation project development and programming processes and procedures preferred.
• Experience in transportation funding, transportation planning, and/or transportation project development processes to include project management, financial, and policy considerations.
• Experience in data collection and ability to analyze, research and interpret financial and project data.
• Experience with automated and project data management systems.
• Experience working as a part of collaborative efforts with multi-disciplinary teams or with staff outside of direct work unit.
