Job Duties

The Virginia Department of Transportation is seeking one Right of Way Agent to assist with administering the Statewide Property Management Program functions.


Core Responsibilities include:

  • Conduct real estate closings after preparing and submitting written release documents for Deeds of Trust or other liens.
  • Update or record documents as needed. Maintain and update RUMS as related to assignment.
  • Prepare Basic Administrative Report (BAR) for negotiation by preparing or analyzing available market data. Maintain and record time charges to appropriate projects and leave types in Cardinal.
  • Research, compile, analyze, info for sale of residue/surplus land or other specialized actions, insures docs are legal, accurate, and compliant with policies, procedures and/or laws.
  • Perform work required for the disposition of surplus and/or residue property and/or management and leasing of property.
  • Perform data entry for RUMS. Prepare and review deeds, leases and contracts of sale.
  • Interact with VDOT staff, consultants, land owners, attorneys, government officials, corps, and the public concerning property management issues.
  • Provide info to citizens, community groups, officials and government agencies.
  • Research and prepare specialized reports.
  • Work as a team member on special assignments. Serve on committees as assigned by Program Manager.
  • Assist the Section by reviewing the work of other staff for conveyance of residue and surplus property, leases, management of improvements and hazmat inspection.
  • Provide technical program guidance and assistance to others.

Minimum Qualifications

  • Knowledge of various appraisal methods.
     
  • Knowledge of State laws pertaining to real estate conveyances, easements, and contracts.
     
  • Ability to communicate complex information a wide variety of individuals both orally and in writing.
     
  • Ability to establish and maintain effective working relationships with individuals both inside and outside the agency, including the general public.
     
  • Ability to research and analyze data to make accurate conclusions.
     
  • Ability to perform multi-concurrent tasks.
     
  • Ability to work independently of direct daily supervision.
     
  • Ability to routinely complete work within project timelines.
     
  • Possesses excellent verbal and written communication skills.
     

In-state travel and a valid VA driver’s license are required.
 

 

Additional Considerations

  • A combination of training, experience, or education in Real Estate, Business or Public Relations, or related field, or equivalent experience.
  • Knowledge of State and Federal laws, and Right of Way and Utility policies and procedures relevant to the Property Management Program.
  • Knowledge of disciplines involved in the acquisition of Right of Way and Utilities, Preliminary Engineering, and Construction Sequences and Design Concepts.
  • Experience in real estate including but not limited to; title research, appraisal, negotiations, property management and relocation.
  • Experience in Right of Way or appraisal work.
  • Proficient in reading and interpreting property plats and plans.
