Community Information Manager
The Community Information Manager works closely with the Administration and internal City Departments to create a rich media posture that serves to promote the City’s vision. The Community Information Manager serves an important role in the City’s efforts to develop and disseminate information about City programs, services and other issues. The Community Information Manager will be responsible for creating media promotions, printed newsletters and online outreach campaigns. The Community Information Manager performs specialized work in desktop publishing, website and social media management, content and graphic design, video production and brand development in support of City programs, services, activities, marketing campaigns, special events, and initiatives. The Community Information Manager provides solutions for a range of digital/multimedia projects, collateral design, social media management, photography and audio/visual production. The Community Information Manager exercises considerable discretion for independent decisions based on technical and/or professional knowledge.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops, implements, and administers strategy, procedures, and methods for effective community information. (10%)
1.1 Establishes and maintains a comprehensive multimedia program for the purpose of educating the public and maintaining a positive public image, including community information, engagement, and brand awareness.
1.2 Supports and assists departments with their social media needs, efforts, plans, and programs.
1.3 Collaborates with all levels of management on social media assignments and account management. Administers access controls for various social media accounts.
1.4 Supports and assists all departments with public information and effective communication strategies when disseminating important messages and key issues to the public.
1.5 Assists in ensuring city-wide quality and consistency in materials.
Plans, develops, and produces content. (85%)
2.1 Plans, develops and creates print, digital, and advertising media, logo, graphic and branded materials, promotional materials, content for electronic and interactive communications, motion graphics and video publication.
2.2 Coordinates with and assists departments to design and implement outreach materials to ensure public exposure to program offerings through print publications, web site content, e-newsletters, direct mail and other applicable mediums.
2.3 Supports and assists departments with targeted community engagement activities involving communications and branding, including economic development initiatives.
2.4 Researches, develops and disseminates electronic and printed publications, press releases, photographic materials, feature articles, videos, public service announcements, promotional materials and other forms of communications to local media and the public to increase community awareness of city activities, services and programs.
2.5 Creates, assembles, and publishes accessible content, products, and media campaigns.
2.6 Uses art and technology in combination to communicate ideas through images, graphics and video.
2.7 Develops creative design, infographics, media, motion graphics, collaterals and other materials in support of assigned projects and objectives.
2.8 Creates original informational posts as well as interesting social media content (such as historical or human-interest articles) on a consistent basis.
2.9 Produces fun, informative, and appropriate videos to share on the City’s social media outlets and additional videos to use for staff updates and staff education or training.
2.10 Creates fresh, informative, and important content for a public quarterly newsletter. Produces and publishes the quarterly newsletter in both digital and print format.
2.11 Creates informational flyers for occasional inclusion in customer billing statements.
2.12 Creates original content for special projects such as employee/department spotlights, City-related human-interest stories, and helping to educate citizens on various City functions.
2.13 Verifies web accessible documents and media items are following ADA Title II, Section 508 guidelines.
2.14 Collaborates with all levels of management and staff to develop creative strategies and produce quality materials that contribute to the success of projects or events.
2.15 Collaborates with and assists department staff with social media posting as requested. Administers, develops, and contributes to social media accounts in areas that don’t have staff assigned to perform social media activities. Helps departments with an interest to engage in social media efforts. Trains applicable users on social media when requested.
2.16 Writes articles related to City departments, programs, and initiatives for submission to association publications, journals, and websites.
2.17 Attends commission meetings and community meetings as directed, to effectively carry out the responsibilities of the job.
Additional Duties and Responsibilities (5%)
3.1 Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
3.2 Follows safe working practices and has a working knowledge of safety practices and procedures.
3.3 Completes the identified, required or assigned training timely and applies acquired knowledge and/or skills.
3.4 Participates in department meetings, staff meetings, and other related activities.
3.5 Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by Director or their designee.
3.6 Maintains, preserves, retains, and disposes of public records pursuant to FS Chapter 119.
3.7 Assists, prepares, and presents City Commission meeting agenda items.
Emergency Management Role
4.1 Participates as a member of the City’s staff as required to take action in the event of an emergency.
4.2 Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. May serve as, or assist the Public Information Officer as assigned in emergency management and response.

MINIMUM QUALIFICATIONS/COMPETENCIES AND SKILLS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Training: A bachelor’s degree (BA/BS) from an accredited college or university with a major in Journalism, Communications, Public Relations, Social Science, Education, Public Administration, or related field is required.
Experience: A minimum of four (4) years of professional experience as a public information officer or in journalism, public relations, research, and project management experience or any equivalent combination of training and experience is required. An equivalent combination of education, experience and training which provides the required knowledge, skill and abilities may be considered for minimum requirements.
Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver’s License. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
Security Clearance: Florida Department of Law Enforcement background clearance.
Knowledge, Skills and Abilities:
