TITLE: Director of Student Support Services
CLASSIFICATION: Certified Administration Position
STATUS: Exempt (Salaried)/260 Days
LOCATION: Educational Service Center (ESC)
REPORTS TO: Superintendent
Interviews to be held: The week of February 27, 2025.
Anticipated Start Date: July 2025
SUMMARY: To provide leadership and support in the administration of the mission, vision and beliefs of the special education program that supports the fundamental objectives of educating children with disabilities and establishes innovative best practice models to accomplish those objectives.
QUALIFICATIONS
- Have a minimum of five (5) years as a special education teacher and a minimum of three (3) years in a special education leadership role,
- Hold or be eligible for an Indiana Director of Special Education Certification.
- Possess knowledge of applicable state and federal laws, rules and regulations governing the provision of special education.
- Have experience in conducting case conference committee meetings and developing individualized education programs.
- Have demonstrated superior ability in working with peers, superiors, parents, students and special education advocate representatives in accomplishing cooperatively developed education goals.
- Have demonstrated experience in planning, developing and conducting professional development activities.
- Possess supervisory skills necessary to implement, manage and evaluate special projects.
- Possess superior characteristics for representing a positive public relation image.
- Knowledge of curriculum and instructional strategies to work collaboratively with the Curriculum department.
- Knowledge of the non-public and parochial school administration representatives.
- Possess the highest personal standards, good morals, ethics, honesty, commitment and integrity, as well as, effective skills in secondary curriculum, student discipline, communication, multitasking, and collaboration.
- Be an approachable leader with demonstrated ability to motivate all members of faculty and staff and embrace a culture of excellence and continued improvement.
SUPERVISES: Assistant Director of Student Support Services, School Psychologist, Nurse Manager, Child Services Coordinator, Occupational Therapists, Physical Therapists, Speech Language Pathologists and Departmental Office Staff.
PERFORMANCE RESPONSIBILITIES
- Administer all programs for students with disabilities in elementary, middle and high schools and ensure that a continuum of services is available, in accordance with applicable state and federal regulations, to meet the needs of students with disabilities.
- Develop and implement early childhood programs for three, four and five year old special education students as required by the State of Indiana.
- Develop and maintain a written Comprehensive Plan which specifies how the school corporation will provide for special education and related services in accordance with 511 IAC 7, Rules 17-31.
- Oversee the preparation and submission of the state and federal December 1 child count.
- Prepare, check and submit to the appropriate personnel, local, state and federal reports as required.
- Assist in the development and administration of the school corporation’s budget as it relates to school health services, school social services and programs for students with disabilities.
- Prepare, and submit to the Indiana Department of Education, the annual P.L. 105-17, Part B and P.L. 105-17, Section 619, federal grant applications and reports.
- IMAST – Responsible for training, implementation and accountability.
- Electronic IEP.
- Assist in the selection, placement, and evaluation of all special education, school health services, social services and related services personnel.
- Develop and implement a Comprehensive System of Personnel Development in accordance with federal and state regulations.
- Contract with agencies, as needed, to provide educational and/or related services.
- Maintain a liaison with social and governmental agencies within the community and coordinate school/community transition services for young adults with disabilities.
- Participate in and/or organize meetings to keep parents and community members informed on all special education, school health services, social services and related services programs.
- Organize, or participate on, other standing or ad hoc committees as they may apply to the provision of appropriate programs and/or services for students with disabilities, health care or social services needs.
- Assist the School Transportation Center in providing safe and efficient transportation for students with disabilities.
- Ensure that students attending Indiana School for the Deaf, Indiana School for the Blind, or other private or State supported special education programs are afforded transportation to and from their respective programs.
- Coordinate and supervise the formation and implementation of procedures to ensure that all students with suspected disabilities are identified and evaluated.
- Ensure that an appropriate individualized educational program is developed for all students eligible to receive special education services.
- Oversee the development of an Alternative or Residential Services Application for students who require alternative or residential programming and ensure that contracts resulting from such applications are implemented.
- Ensure that a cadre of trained educational surrogate parents is available in accordance with state and federal regulations.
- Work with parents, teachers and administrators to ensure that all components of the individualized educational programs are implemented as specified by the case conference committee.
- Comply with the provisions of the Indiana Continuous Improvement Monitoring System and make recommendations for the improvement of special education programs.
- Ensure that students who are in need of augmentative or assistive technology are identified, evaluated and provided with appropriate technology to meet their unique communication and/or educational needs
- Maintain all school corporation owned technology used in the provision of appropriate educational programming for students with disabilities.
- Assist the Facilities Office in making sure that school facilities are adequate to meet the needs of students with disabilities.
- Work with School Health Services and community medical providers to ensure that students with unique medical needs are provided the necessary support services to allow them the opportunity to participate in a free appropriate public educational program.
- Oversee the determination of causal relationships for students with disabilities who are recommended for expulsion from school.
- Respond to and help coordinate activities related to complaints, hearings and other litigation related to the provision of a free appropriate public education for students with disabilities.
- Participate in mediation sessions to resolve disputes related to special education services.
- Meet with nonpublic school officials to coordinate services for students with disabilities who attend nonpublic schools.
- Serve as Section 504 Coordinator for students with disabilities.
- Attend relevant meetings and/or training sessions to maintain up-to-date knowledge of legal responsibilities and service delivery options for students with disabilities or who require health care and/or social services.
- Coordinate schedules and caseloads of school psychologists, speech therapists, school nurses and school social services staff.
- Coordinate and supervise the formation, implementation and evaluation of procedures for the health services program.
- Prepare proposals for grant applications in the areas pertinent to Special Education.
- Develop and maintain policies and procedures manuals for special education and school health and social services.
- Performs such other tasks and assumes such other responsibilities as assigned by the Assistant to the Superintendent for Curriculum or his/her designee.
PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is frequently required to sit and reach with hands and arms. The employee is occasionally required to stand, walk, stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 40 pounds.
The employee shall remain free of any alcohol or nonprescribed controlled substance abuse in the workplace throughout his/her employment in the Corporation.
