Compliance and Tax Attorney

Under the supervision of the City Attorney and in consultation with the City Manager, Assistant City Manager, and the Finance Director, the Compliance and Tax Attorney will revise the City’s ordinances and develop forms, policies, administrative regulations, workflows, internal controls and procedures for the administration of Occupational License Tax collection with the following goals:

 

  • Increase efficiency in collections.
  • Maximize revenues from existing tax structure.
  • Minimize inequities resulting from poor compliance.
  • Increase convenience for taxpayers.
  • Decrease annual delinquencies/increase compliance.
  • Improve tax law clarity for taxpayers.
  • Identify and eliminate unwanted loopholes.
  • Simplify processes and tax categories.
  • Discourage future non-compliance.
  • Ensure compliance with due process requirements.
  • Ensure compliance with state and federal laws and regulations

 

Develop forms, workflows, policies and processes for the collection of delinquent occupational license taxes, ensuring due process and fairness to all taxpayers. 

Provide legal advice to staff on matters of compliance and collections for all taxes, fees, licenses, and regulatory ordinances.

Initiate legal proceedings to collect delinquent occupational license taxes owed and enforce compliance with city ordinances and state laws pertaining to business licenses and occupational license taxes.

Initiate legal proceedings to collect delinquent property taxes owed.

Revise ordinances and develop forms, policies, workflows, and procedures for enforcement of the City’s Code of Ordinances through the Code Enforcement Board process.

Provide legal advice to staff on enforcement of the City’s code of ordinances, initiate code enforcement actions, and represent the City before administrative and judicial tribunals.

WORK EXPERIENCE 

A minimum of two years of experience with experience in local government desired. 

EDUCATION 

Graduation from an accredited law school.
