Duties
This vacancy is for a Summer 2025 internship. This vacancy is being filled using the Post-Secondary Student Hiring Authority (5 CFR Part 316 (I)).
The office of Commissioner Judy Chang is seeking a graduate student technical or policy intern for summer 2025. The position will support the full breadth of the Commission’s work across the electric, natural gas, and oil pipeline sectors, with a particular focus on technical and policy issues.
As a Student Trainee (Energy Industry Analysis) some of your typical work assignments may include:
- Conducting research to support Commissioner Chang and her staff’s assessment of memoranda and draft Commission orders;
- Preparing briefing and research reports on technical and/or policy issues relevant to the Commission’s work, which could include transmission planning, interconnection, wholesale electric market design, and ratemaking matters;
- Participating in internal and external meetings regarding electric, natural gas, and oil pipeline regulatory issues; and
- Working with Commission staff, including with other Commissioners’ advisors, and external stakeholders to help advance Commissioner Chang’s priorities.

This appointment is not to exceed (NTE) 09/30/2025. May be extended if the student continues to meet program requirements. This internship position may confer non-competitive conversion eligibility, however, conversion is not required or guaranteed. This position does not have non-competitive promotion potential.
