Zero Emissions Infrastructure Specialist
Based out of California Air Resources Board’s (CARB) Mobile Source Control Division and working with the Executive Office, this position will be the focal point for spearheading CARB’s efforts to comply with Governor Newsom’s Executive Order N-79-20 to achieve100 percent of in-state sales of new passenger cars and trucks to be zero-emission (ZE) by 2035, and 100 percent of medium- and heavy-duty vehicles in the State to be zero-emission by 2045.
The Assistant Division Chief (ADC), Zero Emissions (ZE) Infrastructure Specialist, will be charged with ensuring that CARB and its sister agencies are embarking on ZE infrastructure efforts that are sufficient to support these goals. Specifically, this position will develop, coordinate, and support multi-agency policy to ensure the appropriate scaling up of ZE infrastructure adequate to meet the demands of the 1.4 million medium- and heavy duty zero-emission vehicles that will be operating in California by 2045. The Assistant Division Chief (ADC) (Specialist), will plan, organize, and direct the activities of CARB programs across Divisions on behalf of the Executive Office while reporting to the Division Chief in the Mobile Source Control Division to inform and implement zero-emission infrastructure policy for the State of California. In addition, the ADC (Specialist) will:
- Coordinate zero-emission activities with other State agencies including but not limited to CalEPA, the Energy Commission, Public Utilities Commission, Department of Transportation, DOF, the Governor’s Office, the Governor’s Office of Business and Economic Development, and the Office of Planning and Research, local air quality management districts and other key stakeholders and community leaders to develop and help implement zero-emission infrastructure for the State of California.
- Coordinate multiple ad-hoc working groups within and outside of the organization, including working groups and project teams across State and local agencies, to collaborate on the successful rollout of a ZE infrastructure needed to support the Governor’s Executive Order while meeting ambient federal clean air act requirements, and environmental justice - community health and air quality responsibilities.
- Ensure a commiserate escalation of the deployment of ZE infrastructure to meet California’s infrastructure goals in support of millions of ZE vehicles and equipment.
- Work with key stakeholders to allocate billions of dollars that will be spent by utilities, the State, and private entities on ZE vehicles and infrastructure to help ensure that the rollout of ZE infrastructure by those entities matches the need being generated by CARB regulatory and incentive policies.
- Advise the Executive Office, program Divisions, Chair’s Office and the Board on issues related to zero-emission infrastructure. Appear and testify before the Board, other agencies, and Legislature in public hearings as necessary.
- Supervise and manage the work of a Vehicle Program Specialist, Staff Air Pollution Specialist and two Air Resources Engineers dedicated to supporting the work described above.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
