PAY AND BENEFITS

Annual Pay Range: $86,992.27 - $111,233.62

Hourly Pay Range: $41.823207- $53.477700

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

We are searching for a dynamic, innovated and team-oriented individual with strong communication and interpersonal skills to join our team as an Operations Coordinator in the Clackamas County Office of Disaster Management. This position will focus on the County's Emergency Operations Center (EOC) and coordination with internal and external partners.

If selected for this position, you will be responsible for the operational readiness of the EOC, including maintaining and improving the Duty Officer program. This will include implementation and oversight of technology utilized by the department including crisis information and emergency notification systems. The incumbent will also manage the after-action process for all EOC activations, including observing and documenting the response, conducting review and analysis, and ensuring improvement actions are documented and tracked. This position will have routine disaster management duties, such as working in the EOC and on-call. Other responsibilities include overseeing consultants and vendors on projects and participating in state and regional work groups for the governance and interoperability of systems.

Disaster Management uses a county-wide approach to minimize the impact of natural and human-caused incidents. We identify hazards, develop emergency and mitigation plans, coordinate response activities and train incident personnel to work in the County's Emergency Operations Center (EOC). We work with cities, special districts, and regional partners to promote emergency preparedness and improve incident response through planning and regional disaster exercises.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of five (5) years of program, project, or initiative planning, design and evaluation experience, including researching best practices and policy
• A minimum of one (1) year of emergency/disaster management experience including coordinating or participating in preparedness, response, or recovery efforts
• A minimum of one (1) year of experience researching and preparing clear, concise operational processes and procedures, and other related documents
• Experience applying principles and practices of program or project planning management
• Must be available for 24-hour on-call response on a weekly rotational basis to perform incident management functions and related duties during a disaster (Note: Positions within the Disaster Management Department are designated as "essential", which means employees MUST report to work or remain at work as scheduled or as otherwise specifically directed during inclement weather, disaster, or other natural or human-caused incidents.)
• Must be able to travel to meetings and attend trainings that may require overnight stays

Preferred Special Qualifications/ Transferrable Skills:*

• A minimum of two (2) years of experience researching and preparing clear, concise operational processes and procedures, and other related documents
• A minimum of two (2) years of emergency/disaster management experience including coordinating or participating in preparedness, response, or recovery efforts
• A minimum of one (1) year experience administering crisis information and/or emergency notification systems
• Experience engaging community organizations or partners in planning and/or project processes
• Oregon Certified Emergency Management Specialist (ORCEMS) or equivalent
• Completed coursework that includes IS 700, ICS 100 and ICS 200
• Federal Emergency Management Association (FEMA) Professional Development Series; minimum courses include IS-120.c (An Introduction to Exercises); IS-230.d (Fundamentals of Emergency Management); IS-235.c (Emergency Planning); IS-240.b (Leadership and Influence); IS-241.b (Decision Making and Problem Solving); IS-242.b (Effective Communication); IS-244.b (Developing and Managing Volunteers)

TYPICAL TASKS

Duties of this position may include, but are not limited to the following:

• Administers county's DM and EOC technology systems to include but not limited to emergency notification system and crisis information system. Manages external facing public alerts. Implements training and exercise opportunities for end-users of the system. Creates, updates, and provides training on alert templates. Works in coordination with GIS and PGA/PIO on mapping and messaging regarding alerts. Ensures processes developed for the EOC are implemented into software for use by EOC staff and external stakeholders, including cities and special districts. Audits the system and makes recommendations for enhancements, or change of system, if necessary.
• Responsible for ensuring the operational readiness of the County's EOC and on-call Duty Officer program. This includes managing the After-Action process for all incident responses, conduct review and analysis with key personnel once incident concludes and develop Improvement Actions to integrate into Improvement Plan tracker. This includes development and revision of EOC and Duty Officer SOPs. Updates EOC computers and technology, conducts training for DM and other staff. Helps activate and setup EOC in response to an incident.
• Develops RFPs, scopes of work, and timelines for consultants to support county and EOC readiness, including the implementation of technology. Coordinates work and provides departmental support to consultants and contractors, as well as evaluating performance. Monitors and tracks budget.
• Maintains appropriate training expectations for Duty Officer responsibilities and assigned EOC roles. Serves as Duty Officer as scheduled. Serves in EOC or other response roles as assigned during an EOC activation and incident response.
• Responsible for maintaining radio cache, ensuring EOC communications plans are up to date, and ensuring communications equipment are tested and issues mitigated. Coordinates with Clackamas ARES and Clackamas 800 Radio Group.
• Represents Disaster Management on assigned county, regional, and state committees and workgroups, including Regional Disaster Preparedness Organization Alert and Warning Group and State OR-Alert Governance Committee. Attends planning meetings at county, regional and state levels as requested by Disaster Management leadership.
• Identifies grant opportunities and develops grant applications to meet Disaster Management planning and gap needs.

WORKING CONDITIONS

Must be available for 24-hour on-call response to perform incident management functions and related duties while Duty Officer.

Must be able to work outside normally scheduled hours during a disaster to serve in the EOC or other response roles as assigned during an incident response.

Must be able to travel to meetings and attend trainings that may require overnight stays.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
