Duties

Serves as a Construction Control Representative performing contract administration functions involving complex and conventional construction methods and practices. Responsible for investigating, analyzing and accomplishing contract adjustments, contract pay data, contract modifications; and resolving contractor claims, negotiating contract construction changes.

Duties listed below are for the GS-09 level. If selected at the GS-07 or GS-08 level, work assignments will be developmental in nature and duties will be more closely supervised and/or reviewed.

  • Reviews and interprets plans and specifications.
  • Attends pre-bid and preconstruction conference to discuss construction features and requirements scheduling, progress reporting, safety measures, wage/law observance, payroll records, etc.
  • Observes all construction phases to ensure compliance with contract schedules specifications, shop drawings, etc.
  • Assures contractor performs blasting operations in compliance with specifications, safety standards, and industry standards.

You must be a U.S. Citizen or U.S. National.
You must be suitable for federal employment, determined by a background investigation.

You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-7, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-6 level in federal service having demonstrated the following experience: assisting in problem resolution and resolving disagreements involving contractor and organization relationships; coordinating construction work with materials personnel; utilizing mathematical computations necessary to compute material quantities and other field computations; gathering field data and facts pertaining to potential claims, delays or change orders. -OR- 1 year of graduate level education leading to a master's or equivalent graduate degree in a field directly related to the work of the position -OR- an equivalent combination of experience and education.

To qualify at the GS-8, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated the following experience: conducting inspections of construction projects to ensure contract specifications are followed; interpreting construction plans to ensure adherence to safety requirements; reporting potential problems in construction phases; preparing daily summary reports on progress of construction operations for management review. -OR- two full years of graduate education or a master's degree in a field directly related to the work of the position -OR- a combination of specialized experience and related graduate education.

To qualify at the GS-9, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-8 level in federal service having demonstrated the following experience: monitoring contractor progress and quality of work to ensure contract specifications and schedules are met; performing on-site condition assessments to identify and document current deficiencies; inspecting work performed by contractors to ensure conformance with contract documents; observing contractor's operations and practices to assure safety and health regulations are being observed. -OR- two full years of graduate education or a master's degree in a field directly related to the work of the position -OR- a combination of specialized experience and related graduate education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
