Housing Specialist III

POSITION DUTIES AND QUALIFICATIONS 

SUMMARY OF DUTIES:

Leads various housing program activities and provides technical guidance, training, and audit functions to staff to ensure conformance with U.S. Department of Housing and Urban Development (HUD) regulations. 

This job reports to: Community Services Manager or Assistant Property Manager.

 

DUTIES AND RESPONSIBILITIES:*

Job Specific Summary

The Housing Specialist III position at the City of Tucson’s Department of Housing and Community Development (HCD) is responsible for managing caseloads, determining eligibility of housing assistance, performing inspections, and serves as a subject matter expert.  

 

Work is performed under the supervision of a Housing Supervisor. This position leads and instructs the daily operational work of housing personnel. 

Duties and Responsibilities

Manages caseloads by making arrangements for inspections, prepares contracts for new move-ins, transfers, and re-examinations. Calculates and collects rent, determines client’s needs, explains procedures, and responds to complaints. Maintains and enters tenant information into housing software databases. Interviews clients and analyzes financial data, offers referrals, explains procedures, and mediates between parties. 
 

Assesses damages, determines who is responsible for correction, and establishes deadlines for completion of work. Maintains effective communication with tenants to explain violations, federal and local requirements, and options to resolve violations. Ensures that division operations conform with local, state, and federal governmental regulations and other applicable rules and requirements. 
 

Assists with resolving public relations concerns, ensures compliance with program requirements, enhances the image of the city, responds to requests for information and investigates possible violations. 
 

Provides customer service, resolves concerns by listening and asks questions, isolates and follows up on complaints.
 

Ensures work orders are completed, processes paperwork, prepares reports, enters information into a computer system, reviews files for accuracy, and prepares correspondence. 
 

Coordinates with stakeholders on inspections, compliance reports, occupancy status reports, and related items.
 

Provides guidance and trains staff on processes and procedures. Audits caseloads, applications and related documentation. Serves as a subject matter expert for the division.
 

Performs all other duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

6 months post high school

Work Experience:

Two (2) years of directly related experience

License:

 

Any combination of relevant education and experience may be substituted on a year-for-year basis.

 

ADDITIONAL MINIMUM REQUIRED QUALIFICATIONS:

Work Experience:

-Community and Social Services, Customer Service

License/Certifications:

Languages:

 

PREFERRED QUALIFICATIONS:

Experience in public housing or federally subsidized housing experience. 

Experience in federal, state, local and HUD regulations. 

Bi-lingual (English / Spanish) 

Housing Assistance Certifications from a certified organization – Housing Specialist, Rent Determination, etc. 

Supervisory experience. 

Experience in property management.

Full Hourly Range: $21.96 - 37.88 USD
