Procurement Analyst

The Program Support Division (PSD) provides a variety of supportive services to CDPH Programs. The CDPH’s Richmond Campus is a 29-acre property housing over 1,200 employees, and the campus comprises offices, state-of-the-art laboratories, and a warehouse.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by serving as the procurement analyst for the Facilities Management Services (FMS) of the Program Support Division (PSD).
The Associate Governmental Program Analyst (AGPA) performs a high degree of independence and professionalism who is responsible for the more complex and analytical procurement assignments. The AGPA leads efforts in process improvement, strategic development, and communications related to procurement and contracting. The AGPA develops complex solicitation packages, solicits bids/offers, and analyzes and reviews bids/quotes submissions for final award decisions. The AGPA assists staff in creating purchase requisitions, purchase orders, and PSD internal contracts within the Contracts and Procurement System (CAPS). The AGPA secures internal approvals and collaborates with budget analysts to ensure timely processing of vendor invoices for payment and works with Leased Facilities to ensure monthly lease payments are processed and received. The AGPA coordinates with the Purchasing Services Unit (PSU) on procurement methods, processes, and finalization of procurement packages. The role involves providing strategic input and leading process improvement initiatives to optimize contract management and procurement practices.
