Duties
The incumbent serves as Marine Expeditionary Forces (MEF) Embedded Preventive Behavioral Health Capability (EPBHC) Director and Special Staff Officer for a General Officer level Commander overseeing all Marine & Family Programs Behavioral Programs prevention and response initiatives in his/her respective region. Exercises sound judgment and initiative in carrying out established responsibilities. Works independently with guidance on goals and objectives, to ensure program effectiveness. Acts as subject matter expert advising management and command staff on developing and administering command-wide force preservation efforts for military members and their families. Prepares and implements local policy requirements on Prevention. Ensures prevention education programs are staffed and implemented appropriately to maximize training reach and effectiveness. Ensures tasks and training are consistent with MEF Behavioral Health strategic prevention plan. Briefs leadership on current trends in Behavioral Health issues. Reports to MEF Commanding General or their designee.
Responsible for facilitating the synchronization of prevention efforts to within their area of responsibility. Collaborates closely with HQMC, Marine & Family Programs Division to facilitate prevention capabilities across their assigned region. Functions as the liaison for communication between the Commander and HQMC, Marine & Family Programs Division.
Oversees development and implementation of the MEF¿s behavioral health prevention plan and activities. May conduct presentations and deliver education and training using a variety of techniques and methods on behavioral health prevention. Oversees and may obtain or prepare training materials used in behavioral health prevention programs to include: needs assessments, POA&Ms, logic models, lesson plans, resource guides, prevention plans, and media for communications.
Works collaboratively with staff from multiple programs, both operational and installation based, on primary and secondary prevention efforts.
Oversees and verifies analyses on areas associated with Behavioral Programs services and policies, including those reflecting the complex relationship between psychological, social, and behavioral health, to include illicit drug use, family problems, suicide, and other problems that inhibit commander’s capabilities to improve and sustain individual performance and mission readiness. Utilizes data to identify target populations and develop regional plans, methods, and procedures to meet the needs of commands within his/her respective region. Ensures compliance with DoD, USMC, DON, and command policy, goals, and objectives in all actions. Qualifications
MAJOR DUTIES CONTINUE: Develops and/or revises regional guidelines and operating procedures for use by agency officials; develops program plans and proposals to meet regional requirements; provides other support as needed to improve and sustain the capabilities of commanders, Marines, and family members; prevents problems that detract from unit performance and readiness; and aids in coping successfully with the Marine Corps lifestyle.
Attends conferences and meetings. Prepares and presents technical papers, reports, studies, and briefings covering program findings, market analyses, study outcomes, and various other education and training issues to management staff and senior leadership.
Represents the MEF at internal and external meetings and forums to address behavioral health prevention and response topics. Keeps abreast of local and national behavioral health issues. Coordinates with Communications for release to the news media/public affairs: bulletins; fliers; newsletters, etc., including audio and video presentations. Builds and sustains coalitions with local resources to enhance behavioral health prevention efforts.
This position does not provide medical or non-medical behavioral health clinical counseling.
Supervision
Provides direct supervision to NF-04 level MEF EPBHC staff at the command element to include: assigning and distributing work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews and signing timecards; training employees; keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action. Under direction of the MEF Commanding General, provides management oversight for prevention military personnel and adjunct staff when attached to the MEF command element.
Analysis and Evaluation
Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of management principles, practices, methods, and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel and on programs Marine Corps wide.
Budgeting
Formulates, administers and monitors the operating and capital budget and manpower requirements for EPBHC prevention programming at installations in his/her respective regions. Works with installation and HQMC financial staff to identify and establish cost centers, monitor expenses, and establish proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution and short- and long-range plans. Analyzes profit and loss statements to identify discrepancies, needs, opportunities, and efficiencies and initiates new practices and plans to operate more effectively. Compares current and historical data to determine trends and anticipate future requirements.

Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Asks questions to determine, verify, and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or attend presentations, conferences, and meetings.

This is a white-collar position where occasional lifting up to 20 lbs may be required.
QUALIFICATIONS: Master's Degree in public health, psychology, social work, or other social science-related field. Four years of experience that demonstrates knowledge of and experience in serving as a Prevention Director OR an appropriate combination of education and experience that demonstrates possession of comparable knowledge and skill equivalent to that gained in the above.
Mastery knowledge of behavioral health prevention and response. Knowledge of the military structure and environment preferred. Skill to establish and maintain effective relationships with, and gain confidence and cooperation of, supervisors and managers to accept proposals on complex issues; and organize and communicate effectively orally and in writing at briefings and training sessions with Marine Corps leadership, media representatives, and in professional conferences and training workshops to encourage understanding and acceptance of programming. Skill to supervise employees in the accomplishment of work.
Must have practical experience developing and implementing behavioral health prevention and intervention programs. Experience conducting presentations and delivering education and training using a variety of techniques and methods on behavioral health prevention programming. Experience preparing and obtaining training materials used in behavioral health prevention programs to include: lesson plans, resource guides, and video.
Comprehensive knowledge of designing and interpreting surveys, fact finding, using investigative techniques and presenting results; skill to analyze and evaluate efficiency and effectiveness of business practices to meet goals and objectives. Skill to analyze and evaluate procedures and systems to improve operations; perform surveys to determine compliance with established policies and procedures, and establish sound management practices.
Must have practical experience in program management, including implementing complex processes and programs in a large enterprise; practical understanding and expert working knowledge of risk management principles, practices, and their methods of implementation across many objectives; and ability to work efficiently and proactively, prioritize workflow, meet demanding deadlines, and manage multi-dimensional projects in a fast-paced environment.
This position has been determined as Non-Critical Sensitive. As a condition of employment, the incumbent must possess or be able to obtain and maintain an Access National Agency Check and Inquiries (T3/ANACI) Secret Clearance to access classified information.
