Job Summary

This posting will be used to fill a limited Accounting Officer vacancy. The position has a projected end date of October 2026.

As an Accounting Officer at the Minnesota Pollution Control Agency (MPCA), this position will assist in performing the agency’s payroll function. This position will direct and control the agency's use of SEMA4 payroll functions, assuring coordination with SEMA4 human resource functions and SEMA4 position funding functions so that MPCA employees are promptly and accurately paid, and that SEMA4 labor distribution functions are maintained and controlled assuring that proper funding accounts are charged to SWIFT. Will also assure that payroll completion schedules are maintained and adhered to by all users. Provide technical expertise to employees regarding SEMA4/ Self Service, severance pay, retroactive pay, bargaining unit settlements, overtime, levies, and garnishments etc.

Minimum Qualifications

Three (3) years of administrative/technical level accounting experience and/or supporting payroll functions OR

One (1) year of professional level accounting experience performing accounts payable/receivable or related functions, OR

A Bachelor’s Degree in Accounting, Finance, Business Administration AND

Knowledge of Generally Accepted Accounting Principles and Practices, budgeting principles, and statewide (or comparable) accounting systems.

Computer experience with programs such as Adobe Pro, AdobeSign, and Microsoft Office Suite: Outlook, Word, Excel, MS Teams, and PowerPoint.

Ability to establish and maintain effective working relationships with vendors and customers.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Experience processing payroll in SEMA 4, or equivalent human resources system.

Knowledge of the Statewide Integrated Financial Tools (SWIFT) accounting and procurement system or other similar/related Oracle Financial tool(s).

Experience using spreadsheet and word processing software (i.e. Excel, Access, Word) to analyze, review and prepare reports and documents.

Ability to research, interpret, analyze and explain state laws, policies, rules, regulations and procedures as they relate to fiscal operations.

Ability to interpret employment contract language as it relates to payroll requirements.

Ability to interpret federal and state laws and department policies relating to billing, receipting and refunds.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
