Planning, Recovery and Evaluation Branch (PREB) Chief
The Center for Preparedness and Response (CPR) is recruiting one Staff Services Manager III to join the Planning, Recovery, Evaluation Branch. CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health (CDPH) with a primary focus on preparing Californians for public health emergencies. The candidate works under the general direction of the Assistant Deputy Director of Program and Response. The Staff Services Manager III (SSM III) is responsible for overseeing the Planning, Recovery, Evaluation Branch (PREB) which includes oversight and coordination of the preparedness activities at the local, state, and federal levels, training, and exercises, development and maintenance of a multi-year integrated preparedness plan, After Action Reports (AAR) and the development of state plans, guidance for local planning efforts and training for other CDPH Centers, Divisions and Offices and external partners, including local health jurisdictions. The incumbent will also oversee the Planning, Preparedness, and Coordination Section and the Recovery and Evaluation Section, and oversee the development of a public health recovery framework and strategies to ensure local and state resiliency following a disaster.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrate willingness to assume the most complex duties with a high degree of independence.
- Experience directing emergency services program(s) in a geographic region; or directing a program responsible for emergency planning preparedness, response, and recovery operations. Experience with Public Health and Medical emergency management is highly desirable.
- Advanced program management skills, including supervising staff, managing multi-disciplinary teams, working with contractors to leverage external expertise on the completion of project tasks, building relationships and collaborating with internal and external stakeholders.
- Ability to analyze complex situations/problems, identify potential challenges, evaluate alternatives, make clear and concise decisions, effectively communicate recommendations to leadership.
- Ability to demonstrate attention to detail; communicate effectively across diverse stakeholders; be adaptable and flexible to changing priorities and situations.
- Experience in designing and conducting emergency response trainings and exercises; knowledge of emergency management principles, including legal and regulatory frameworks.
- Experience in designing and conducting program evaluations; project management and managing grant deliverables.
