Job Summary

This posting will be used to fill a limited Management Analyst 3 vacancy. The position has a projected end date of June 2027.

As a Data Cleanup Expert at the Minnesota Pollution Control Agency (MPCA), you will be responsible for significant data management work effort to ensure accuracy, completeness, and maintain standards. The position will be responsible for a variety of projects that include data analysis, data mapping, and any necessary data cleanup. As such, the incumbent has a strong understanding of data quality and analysis as it relates to databases and their complexities, including exceptional attention to detail. The incumbent will analyze data associated with multiple applications, with particular focus on the Agency database TEMPO including online services and data submitted. This work includes splitting and merging data regarding specific facilities, projects, and entities and the associated tasks, and management of assigned reference tables.

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Three (3) years of project management experience, or data management /analysis experience, or permitting and/or compliance or similar experience including developing and issuing of agency permits, and experience using agency databases such as Tempo or Delta. A degree in Environmental Sciences, Business Administration, or other related field will substitute for one year of experience.

Communication skills sufficient to effectively facilitate process improvement efforts, present to groups, and transmit written information to a variety of audiences.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Demonstrated project management skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.

Knowledge of environmental data systems, like Tempo, and how programs use the system for standardization and efficiency.

Knowledge of Federal and State data management reporting requirements and its applicability to programs.

Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.

Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
