Labor Allocations and Resource Manager

Job Summary
The Labor Allocations and Resource Manager is responsible for managing proper dispatching of labor and supervisors across all operations for Hawaii Stevedores, coordinating with operations teams on manning requirements for daily shifts while ensuring compliance with Collective Bargaining Agreements (CBAs), and maintaining an effective working relationship with local labor union groups.

Primary Objectives

  • Oversee the daily labor order for all operations.
  • Ensure all operations have correct manning assigned.
  • Understand all operations and how to efficiently allocate labor based upon work rules.
  • Maintain application of CBA and strive for zero grievances.
  • Manage, lead, and develop assigned staff.

Duties and Responsibilities

  • Facilitate and organize longshore manning requirements across the state and effectively coordinate the use of all labor pools per CBA and work rules to avoid labor grievances.
  • Analyze labor issues and provide concise decisions to minimize loss time.
  • Represent management team and be a key point of contact for customer service relations.
  • Develop and maintain effective working relations with management teams and union employees.
  • Assist operations teams with daily check-ins of labor personnel.
  • Coordinate transportation needs for employees traveling between different islands.
  • Forecast and provide weekly labor availability report of manning.
  • Assist operations teams and payroll department to ensure accurate reporting of hours worked.
  • Review, implement, and administer policies and practices that are related to compliance of CBAs and work rules.
  • Manage and monitor labor costs to report on trends and variances for budgetary requirements.
  • Other duties as assigned.

QUALIFICATIONS

Education

  • Bachelor’s degree in Maritime Operations, Business Administration, or related field or equivalent combination of coursework and experience in directly-related field required

Licenses and Certifications

  • Transportation Worker Identification Credential (TWIC) required
  • Valid state-issued driver license and acceptable driving record required

Work Experience

  • 4+ years of related marine terminal labor management experience preferred
  • 4+ years of experience in related supervisory position preferred
  • Experience with International Longshore and Warehouse Union (ILWU) contracts and sub-contracted union labor preferred

Working Environment
This role requires work that may involve the following environmental conditions:

  • Corporate office environment
  • Vessel and terminal environment - includes moving, shifting surfaces, and active production areas including moving vehicles, equipment, and machinery.

Travel
10% Must be able to travel independently between various corporate and terminal locations.

The applicable salary range is aligned to one of 5 zones according to a cost of labor index for the geographic location of the role. Starting pay for the successful applicant will depend on a variety of job-related factors, which may include related experience, education and training, location, business needs, or market demands. The expected salary range for this role is set forth below. Ranges may be modified in the future.
Zone 3: Starting rate $95,000; up to $140,000 for highly qualified candidates

This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
