Performance & Management Specialist

Under general direction, is responsible for performing highly analytical work involving organizational performance review, human resources planning, operations research, and other related work reviewing policies, procedures, departmental functions, and internal relationships. May exercise functional supervision over assigned staff.

Essential Job Functions

  • Plans and conducts organizational performance review studies to improve the utilization of human and other organizational resources.
  • Analyzes policies, practices, procedures, workload standards, and organizational structures.
  • Designs benchmark surveys and quantitative techniques to improve the productivity and quality of operations and build an effective workforce.
  • Recommends innovative management strategies and complex departmental turnaround plans.
  • Prepares comprehensive recommendations aimed at resolving human resources and other organizational issues.
  • Inspects business processes, rate structures and service delivery methods for cost recovery and revenue enhancement.
  • Develops and evaluates performance indicators and management reporting systems, including performing program analyses and developing performance dashboards.
  • Conducts analytical research and presents implementation alternatives on various public administration functions and program activities.
  • Provides executive and staff presentations on organizational performance reviews and performance measurement training sessions.
  • Provides consultative services to City departments, divisions, and agencies to improve productivity and delivery of services.
  • Proposes future organizational configurations with new and/or eliminated positions, to meet City and/or departmental strategic plans and goals.
  • Identifies, monitors, and evaluates public and private sector innovations and service delivery breakthroughs.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university with preferable coursework in Business Administration, Public Administration, or a related field.
  • Three (3) years of increasingly responsible experience in organizational performance review, human resources planning, and statistical analysis, preferably in municipal government.
  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • Purchasing, Contracting & Procurement Experience.
  • Financial Systems Experience (SAP and SAePS).
  • Advanced Excel skills (pivot tables, consolidating of data and metrics).
  • Advanced PowerPoint skills.
  • Strong communication and interpersonal skills for collaboration and coordination of activities and projects.

Knowledge, Skills & Abilities 

  • Knowledge of performance measurement techniques.
  • Knowledge of applied statistical analysis.
  • Knowledge of organizational strategic planning.
  • Knowledge of operations research.
  • Knowledge of human resources planning.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Skill in operating a personal computer and utilizing rudimentary software.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to analyze complex organizational structures and functional relationships.
  • Ability to write clear and concise reports.
  • Ability to apply mathematical and statistical methods to organizational studies.
  • Ability to make presentations to groups.
  • Ability to perform all the essential functions of the position, with or without accommodations.
  • Ability to work primarily in an office environment.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.
