Position Overview
This position is accountable for the administration of the Hazardous Materials Compliance Program and Motor Carrier Compliance Program which encompass segments of the transportation industry engaged in the shipment and transportation of hazardous materials and commercial vehicle operations in Illinois as well as the Bureau of Investigations and Compliance Vehicle Inspection Program. The primary goal in administering these programs is to reduce the potential for fatalities, personal injury, or economic loss that could result from hazardous incidents. This position is also accountable for the maintenance of regulatory environments conducive to an effective Commercial Vehicle Safety (CVS) program and the development of training programs necessary to ensure the accuracy and effectiveness of those environments.

Essential Functions
- Administers the state and federal transportation of hazardous materials, motor carrier safety, and vehicle inspection regulations to attain the greatest possible degree of compliance by affected segments of the transportation industry.
- Develops and administers regulatory and training initiatives and programs aimed at ensuring compliance with state and federal regulations, statutes, and mandates concerning hazardous materials transportation and emergency incident response vehicle inspection.
- Reviews recommendations for the application of departmental sanctions to determine the appropriateness of proposed actions.
- Reviews investigative reports to determine and recommend an appropriate course of action for fraud or other misconduct involving commercial motor or second division vehicles.
- Assesses trends in violations and with offenders to identify the need for amendments to regulatory language and subsequently develops proposed revisions to promote increased compliance and safer highway transportation.
- Presides over hearings on proposed changes to all CVS regulations to solicit testimony of the impact and effectiveness of proposals.
- Ensures that commercial vehicle transportation safety problems are identified, and responsive measures are developed and implemented to reduce the potential for personal injury to the public and economic loss to the transportation industry.
- Advises the department on various legislative committee and commission meetings to protect the interest of the department with respect to the CVS program.
- Provides for the development, training, and evaluation of subordinate staff to ensure the attainment of section goals and objectives.
- Ensures that operations of the CVS Section are conducted in a manner which provides maximum safety and protection to employees and the public.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in business management, business administration, public administration, or criminal justice plus six years of progressively responsible managerial experience analyzing evidence in preparation for a criminal judicial process and/or civil administrative process, managing a transportation compliance program, or a combination thereof OR Fourteen years of progressively responsible managerial experience analyzing evidence in preparation for a criminal judicial process and/or civil administrative process, managing a transportation compliance program, or a combination thereof.
Preferred Qualifications
- Exceptional knowledge of the IMCSR, HMR, and other rules and regulations which govern the transportation industry, those who ship hazardous materials, and second division motor vehicles.
- Ability to develop and maintain effective working relationships between diverse groups of professional and technical personnel.
- Strong oral and written communication skills with the ability to make presentations.
- Proven ability to and knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with federal laws, regulations, and guidance.
- Knowledge and experience of the Criminal Justice System as it relates to rules of evidence and burdens of proof.
