This is an entry-level position within an engineering staff of the Bureau of Investigation and Enforcement performing Operational Compliance Inspections (OCIs), Reportable Incident Investigations (RIIs), Non-reportable Incident Investigations (NRIIs), and Emergency Action Implementation Reviews (EAIRs).

DESCRIPTION OF WORK
This is an entry-level position within an engineering staff of the Bureau of Investigation and Enforcement performing Operational Compliance Inspections (OCIs), Reportable Incident Investigations (RIIs), Non-reportable Incident Investigations (NRIIs) and Emergency Action Implementation Reviews (EAIRs). This position is responsible for the enforcement of the Public Utility Commission Laws and pipeline Safety Rules and Regulations of the Commission and the U.S. Department of Transportation as they apply to the pipeline operators under the jurisdiction of the Public Utility Commission. The person in this position works as a team member under the direction of senior engineering staff and supervisors in the reviewing, reporting, and inspection of operational compliance of operation plans, procedures, and engineering operations of public utilities and other pipeline operators.
An employee in this job performs a variety of pipeline safety engineering work assignments that require the interpretation and application of standard engineering techniques, procedures, and guidelines, using engineering judgment in determining whether compliance with regulations has been achieved. Work will be completed under the direction of the supervisor or senior engineering staff performing preliminary pipeline safety investigations. The employee shall draft an inspection report with findings and recommend further action steps needed by the utility to achieve compliance. Work is reviewed in-progress and upon completion for technical adequacy, completeness, overall quality, and attainment of objectives.
Work Schedule and Additional Information:
Full-time employment.
Work hours are 8:00 am to 4:30 pm, Monday - Friday, with a 1-hour lunch.
Positions will be responsible for SOUTHEASTERN PA - Berks, Bucks, Chester, Delaware, Lancaster, Montgomery & Philadelphia Counties.
Candidates must reside in one of the Counties of responsibility or relocate within 6 months.
This position requires moderate travel (including overnight travel).
A state vehicle and all Personal Protective Equipment will be provided.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
A bachelor’s degree in civil engineering, or in a closely related field, which includes or was supplemented by major course work in civil engineering; or
An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.

PA residency requirement is currently waived for this title.
Hiring preference for this vacancy will be given to candidates who live within Berks, Bucks, Chester, Delaware, Lancaster, Montgomery or Philadelphia counties.
